Job Summary
Under the direction of the Operations Superintendent, the Water & Sewer Supervisor VIII will provide specialized support and technical guidance to in scope supervisory levels, and be responsible for the planning, scheduling, and logistics in the preservation and operation of the City's water and sewer systems in the maintenance stream. This role will be responsible to plan and oversee large scale technical repairs of water and sewer systems.
Duties & Responsibilities
- Work with Operations Superintendents to coordinate work of the Water & Sewer section including coordination of all work in the Water & Sewer Maintenance work group, scheduling, and planning of short-term work plans.
- Plan, schedule, and provide specialized technical oversight of special or large water and sewer maintenance projects that require a complex technical understanding. Provides expert support to Water and Sewer Maintenance Supervisor VI’s when required.
- Contributes to preliminary assessments for the construction, operation and maintenance of the water and sewer systems.
- Acts as the Liaison to the Planning and Scheduling Group (PSG) by scheduling, planning, and organizing assessments prior to scheduled preventative maintenance. Performs inspections of the work to ensure compliance with City of Saskatoon Standards and Specifications.
- Identifies problems in design, products, and materials used in operation or construction, and recommends field designs or improvement changes.
- Oversee staff and operations of City yards, including day to day planning, inventory management, and health and safety issues.
- Acts as the Liaison to Supply Chain Management and assist and manage procurement items such as: parts, material, and equipment needed for each job in the preservation and operation of the City's water and sewer systems. Ensures that equipment and storage facilities are maintained, kept clean and orderly, and stocked with the necessary supplies.
- Work with the Water and Sewer Maintenance Supervisor VI’s to ensure that work performed meets documented level of service standards, specifications, and operational procedures and occupational health and safety procedures are adhered to.
- Participates in continual improvement plans and conducts training (e.g., operating procedures, equipment operation and safety) including administering training packages to Operations staff on new processes/equipment.
- Communicates regularly with internal and external stakeholders, and the public as required to schedule and coordinate preventative maintenance work.
- Supervises staff at material handling sites, and ensures materials are stocked adequately.
- Performs the duties of a Supervisor VI as required.
- Performs other related duties as assigned.
Qualifications
Education, Training and Experience Requirements:
- The incumbent should have a Level 4 Operator Certification Board certificate in Water Distribution and Wastewater Collection and have five years of demonstrated leadership experience including 4 years as a Supervisor VI in Water and Sewer Maintenance - Water and Waste Operations.
OR - Graduation from a recognized two-year, post-secondary civil, mechanical, drafting, or related technology program where the incumbent is eligible for certification, as an Applied Science Technologist with the Saskatchewan Applied Science Technologists and Technicians with two-years of experience in the maintenance and repair of water and sewer systems will be considered. Possession of Level 4 Water Distribution and Wastewater Collection Operator Certification from the Saskatchewan Operator Certification Board.
- Certification as a Maintenance Management Professional, Asset Management Professional, or Project Management Professional will be considered an asset.
- Must obtain Maintenance Management Professional within 2 years of hire.
- Possession of a valid Saskatchewan Class 5 Drivers License.
- Current drivers abstract from SGI, demonstrating a safe driving record.
Knowledge, Abilities and Skills:
- Knowledge of water, sewer, electrical, gas, telephone, and cable television subsurface installations.
- Knowledge of applicable policies, legislation, regulations, standards and specifications.
- Demonstrated ability to mentor, lead and encourage staff to develop skills and work towards organisation and department goals.
- Proficiency in Microsoft Office - Planner, Teams, Excel, Word, and SharePoint
- Knowledge of Water and Sewer Maintenance construction and preservation processes.
- Knowledge of parts, equipment, material, and testing and tools used in the construction process of Water and Sewer Maintenance.
- Ability to troubleshoot the preservation and operation of the City's water and sewer systems.
- Ability to produce, read and interpret engineering plans and specifications.
- Ability to establish and maintain effective working relationships.
- Ability to work with minimal supervision.
- Ability to communicate effectively, orally and in writing.
- Physical ability to perform all assigned duties.
Additional Requirements
Shift and weekend work may be required.
Weekly Hours: 40
Salary Range: $42.16 CAD per hour (2023 rates)
