Job Summary

This position performs professional electrical engineering work involving design and project management in relation to transmission, distribution, substation, secondary networks, street lighting and metering facilities for the construction, operational, maintenance and management needs of Saskatoon Light & Power.

Duties & Responsibilities

  • Designs various electrical facilities, such as systems for overhead and underground distribution, transmission, substation, secondary networks, communication systems, protection and control, street lighting and metering.
  • Prepares future material and construction specifications, cost estimates, schedules, contract documents, tenders, bid evaluations, progress and variance reports, project payments and summaries.
  • Administer all aspects of construction contracts on behalf of the City and ensures compliance with contractual requirements, local, provincial and federal ordinances and occupational health and safety regulations. Ensures that projects are completed within projected schedules and budgets and provides completion and final construction certificates on behalf of the City. 
  • Trains, supervises and directs the activities of professional and technical staff engaged in design and project administration. Monitors, evaluates and reports on performance of support staff.
  • Provides recommendations in the development of standards and specifications for electrical infrastructure materials and construction. Assists in the planning and implementation of short and long-term goals with respect to capital development. Assists in operation problem studies and investigations including preparing reports and making recommendations, as assigned. 
  • Reviews designs submitted by developers and consultants to ensure compliance with established standards.
  • Recruits engineering consulting services when required. Prepares detailed project definitions, identifies terms of references and reviews proposals for consultant selections. Makes recommendations and administers engineering consultant agreements.
  • Assists with preparing the five-year capital budget, including providing cost estimates.
  • Develops and maintains liaison with other agencies, the general public, contractors and other civic departments and in the course of planning and administering construction projects.
  • Acts as the applicable Section Manager, as required.
  • Performs other related duties as assigned.
     

Qualifications

Education, Experience and Training Requirements: 

  • Degree in electrical engineering or a related field.
  • Registered, or eligible for registration, as a professional engineer in the Association of Professional Engineers and Geoscientists of Saskatchewan.
  • Seven to nine years’ of progressively responsible related engineering experience.
     

Knowledge, Abilities and Skills: 

  • Knowledge of the principles and techniques involved in the design, construction and general operation of electrical distribution, transmission, substation, secondary networks, communication systems, protection and control, street lighting and metering as applicable.
  • Knowledge of generally accepted accounting, budgeting and financial procedures.
  • Ability to prepare and present complex technical reports, both verbal and written.
  • Ability to plan, direct and supervise the work of professional and technical support staff.
  • Ability to communicate effectively, orally and in writing.
  • Ability to establish and maintain effective working relationships with the public, contractors and other civic staff.
     

Weekly Hours: 36.67 

Salary Range: $95,473.92 to $112,058.88 CAD per annum (2023 rates)
