Job Summary

This position is responsible for directing and overseeing all aspects of the water treatment process.  This includes the operation, maintenance and long range capital planning of the water treatment plant, water reservoirs and raw water intake facility. 

Duties & Responsibilities

  • Ensures that the treatment processes and solids disposal complies with the Provincial Permit to Operate and Drinking Water Quality Management guidelines. 
  • Serves as the City’s direct liaison with the Water Security Agency and responsible for submitting required reports in accordance with provincial regulations.
  • Manages and provides leadership to staff including recruitment, scheduling, work assignment, performance evaluation, training and discipline.
  • Embodies and leads a strong culture of health and safety.  Develops policies and procedures within the Saskatoon Water Health and Safety Management System and participates in Occupational Health and Safety Committee meetings.
  • Assists in the preparation of the annual Saskatoon Water Business Plan ensuring alignment with the Corporate Strategic Plan.
  • Develops and coaches direct reports ensuring optimal customer service by fostering a culture of continuous improvement and employee involvement.
  • Prepares annual operating budget for the Water Treatment Section.  Manages expenditures and provides information for monthly and annual financial variance reports.  
  • Directs and coordinates all process improvements/optimization studies, technical reports, and the related change management activities with both internal staff and external consultants.
  • Plans, and participates in, the development and incorporation of action items from the environmental management system (EMS) program. Conducts annual audits of the EMS and submits reports to ensure that all objectives are met.
  • Assists the Director with the identification of capital development needs and serves as a project team member in reviewing and providing recommendations toward terms of references, technical drawings and specifications for all ongoing developments.
  • Performs the duties of the Division Director, Water Maintenance Engineer and Water Operations Superintendent as required.
  • Serves as a member of On-Call Emergency Response Team for Saskatoon Water, and serves as chairperson of Compromised Water Quality Task Force.
  • Performs other related duties as assigned, including 24-hour direct responsible management.

Qualifications

  • Degree in civil, mechanical or chemical engineering.  Additional training in water and wastewater engineering (process design and operations, water and wastewater chemistry and biology) is preferred.
  • Registration, or eligibility for registration, as a professional engineer, in the Association of Professional Engineers and Geoscientists of Saskatchewan.
  • Seven to nine years’ experience in the water and/or wastewater field.
  • Possession of, or ability to obtain, Class IV Water Operator Certificate.
  • Strong understanding of the principles, methods and practices involved in water and wastewater treatment.

Salary Range: $123,869.52 to $145,546.56 CAD per annum (2025 rates)
