Job Summary
Duties & Responsibilities
- Develops and manages annual capital and operating budgets for City facilities and structures. Develops and maintains five and ten year projections for facility use and maintenance.
- Ensures a corporate approach to Occupational Health and Safety (OHS), energy management, fiscal management, use of the replacement reserve and contracting guidelines. Uses a combination of in-house staff and private sector contracts to deliver the most cost-effective service.
- Manages assigned staff; hires, assigns work schedules, assesses current staffing needs, participates in succession planning, identifies and pursues other resources if necessary and performs layoff and recall. Plans and approves staff development. Conducts performance management and, when required, disciplinary action.
- Supports and promotes a safe and positive workplace culture through a variety of initiatives and activities.
- Supports and promotes the health and safety of employees and the general public in accordance with the National Building Code of Canada , Saskatchewan Health Regulations and Standards , Occupational Health & Safety Act & Regulations and the City of Saskatoon’s administrative Occupational Health & Safety policies and departmental procedures. Maintains and monitors programs which affect public health and safety.
- Maintains financial and other necessary records of work required, planned, in process and completed for each facility. Coordinates requirements with other section heads. Reviews all project progress routinely to ensure proper planning and control. Authorizes final progress claims.
- Negotiates and manages payable and receivable leases and facilitates the disposal of surplus facilities as required to meet the City’s needs. Manages project costs and Tax Roll charges for properties in contravention of the Property Maintenance Bylaw on behalf of Saskatoon Fire and Protective Services.
- Represents the City through membership on various community boards and committees.
- Contributes to ongoing development and implementation of Division service delivery standards, methods and cost controls as part of the Division management team.
- Prepares comprehensive reports and correspondence including the development of management and business plans, Council reports, policies, procedures, and standards.
- Provides supervision, direction and coordination of “frontline” resources and services for Facilities Division Emergency Measures Operations.
- Using Crime Prevention through Environmental Design (C.P.T.E.D.) guidelines, conducts safety audits and prepares written reports.
- Performs other related duties as assigned.
Qualifications
Education, Training and Experience Requirements
- Graduation from a two-year, post-secondary program in architectural technologies, mechanical engineering, business administration or other related discipline.
- Four to six years’ experience working within, or managing, a preventive maintenance program for multi-use facilities, including a minimum of two years’ supervisory experience.
- Possession of an equivalent combination of technical training and experience in building maintenance and administration may be considered.
- Possession of, or the ability to obtain, a BOMI Facility Management Administrator (FMA) or Real Property Administrator (RPA) designation.
- Possession of, or the ability to obtain, 2 nd Generation C.P.T.E.D. certification.
Knowledge, Abilities and Skills
- Knowledge of corporate policies and procedures, collective agreements, Occupational Health and Safety legislation and Workers’ Compensation.
- Knowledge of the application of codes and regulations that govern the design, construction and operation of facilities (e.g. OHS, ASHRAE, National Building Code, The Boiler and Pressure Vessels Act ).
- Knowledge of maintenance management and supporting computerized systems, including spreadsheets, databases and electronic mail.
- Demonstrated ability to communicate effectively, orally and in writing.
- Ability to establish and maintain effective working relationships with staff, civic officials, other agencies and the public.
- Ability to identify, analyse and resolve operational problems creatively with minimal supervision.
Weekly Hours: 36.67
Salary Range: $86,211.84 to $101,175.60 CAD per annum (2023 rates)
