Job Summary
This position will provide advice, leadership and direction on the development, implementation and evaluation of a comprehensive Asset Preservation Program based on service level objectives and funding approved by City Council; develop annual capital renewal programs for the preservation of City Facilities.
Duties & Responsibilities
- Manages assigned staff; hires, assigns work schedules, assesses staffing needs, identifies and pursues other resources if necessary and performs layoff and recall. Plans and approves staff development. Conducts performance management and, when required, disciplinary action.
- Acts as the City’s project manager and representative for a comprehensive Asset Preservation Program for all civic facilities Including program development and monitoring, reporting, managing resources, measuring progress and performance, and budgeting.
- Measures, documents, and reports annually, the current and predicted condition of the civic facility infrastructure based on objective condition assessments.
- Develops and implements methodologies for obtaining service level recommendations from corporate partners and service level direction from City Council.
- Develops the long-term funding requirements to meet or exceed approved service level directives at the minimal life cycle cost.
- Develops analytical frameworks, including predictive risk and economic models, for optimizing infrastructure preservation.
- Develops annual location-specific programs for preventative maintenance, rehabilitation and replacement of infrastructure in a timely manner such that the work can be properly coordinated with other corporate partners.
- Advises internal stakeholders across all divisions of methods for rehabilitation of civic facilities.
- Provide engineering support with respect to asset management and preservation as required.
- Acts as liaison with other municipalities, associations and contractors to ensure that the City’s preservation strategies include industry best practices. Facilitates improvements in current procedures and methods for maintenance and rehabilitation.
- Ensures compliance with legislation, regulations, standards, guidelines, Civic Bylaws, policies, procedures and collective agreements.
- Performs other related duties as assigned.
Qualifications
- Degree in engineering
- Seven to nine years’ of progressively responsible professional engineering experience in a municipal environment.
- Registered, as a professional engineer, with the Association of Professional Engineers and Geoscientists of Saskatchewan.
- Designation in asset management and preservation is preferred.
- Considerable knowledge of the operation, maintenance and rehabilitation of facility infrastructure.
- Ability to lead in a multidisciplinary environment.
- Ability to prepare and present complex technical reports.
- Ability to procure and manage 3rd party technical consultants and service providers
- Ability to establish and maintain effective working relationships with civic officials, staff, representatives of other agencies and the public.
- Skill in the use of a computer with pertinent software, including proprietary asset management and asset maintenance software (eg. SAP, Roth IAMS – SLAM CAPetc.).
Weekly Hours: 36.67
Salary Range: $95,473.92 to $112,058.88 CAD per annum (2023 rates)
