Job Summary
Under supervision of the Land Development Project Manager, Saskatoon Land, this position supervises the preparation of, market data analytics, and performs professional planning, neighbourhood design, and project management tasks specific to the development and sale of serviced land.
Duties & Responsibilities
- Provides professional design services in the preparation of concept plans and subdivision design plans in AutoCAD for the development of industrial, commercial, institutional and residential lands, and for use in project renderings.
- Submits applications and monitors the approval process for concept plans, land use amendments, and plans of proposed subdivision, including ensuring timely registration of survey plan registration and land titling for city-owned lands.
- Project manages design and construction of open space landscaping, streetscape development, neighbourhood fencing projects, neighbourhood entrance signs, and other neighbourhood enhancement projects.
- Leads tendering and RFP process for projects, including preparing procurement documents, technical specific conditions and acting as a liaison between civic departments, consultants, and contractors.
- Prepares and presents reports to committees and the public and makes recommendations related to land development projects.
- Organizes and attends public meetings to present and disseminate information on land development projects.
- Evaluates single and multi-family development projects for compliance with Saskatoon Land’s architectural controls.
- Supports the preparation of the annual land development capital budget, marketing strategies, lot pricing, and monitoring of land supply requirements.
- Supervises the research, monitoring, analysis, and formatting of real estate market data, for use in reports and mitigation of risk in land development planning.
- Supervises, coaches and provides guidance to junior planning and design staff in the Land Development Section.
- Coordinates, and communicates with, contract staff (i.e. surveyors, appraisers, internal/external consultants).
- Undertakes special design and land development projects as required.
- Performs other related duties as assigned.
Qualifications
Education, Training And Experience Requirements
- Degree in planning, urban design or a related field.
- Possession of Full Membership in the Canadian Institute of Planners (CIP) and Saskatchewan Professional Planners Institute (SPPI) or related professional membership.
- Five years related professional land development experience.
- Completion of a recognized intermediate AutoCAD course or demonstrated ability in the use of AutoCAD.
- Possession of a valid Class 5 Saskatchewan Driver’s Licence.
- Current driver’s abstract from SGI demonstrating a safe driving record.
- A vehicle suitable for use in the performance of duties is required.
Knowledge, Abilities And Skills
- Knowledge of the principles, standards and practices related to urban planning and land development.
- Thorough knowledge of related municipal by-laws, legislation, and regulations.
- Knowledge of the Land Titles system, subdivision principles and related regulations.
- Knowledge of land survey principles.
- A combination of training and/or direct work experience in a project management capacity, including all aspects of project initiation, planning, execution, and completion, would be considered an asset.
- Demonstrated ability to resolve issues and work effectively with minimal supervision.
- Knowledge of generally accepted budgeting and financial procedures and the ability to perform mathematical calculations accurately.
- Ability to establish and maintain effective working relationships with, staff, the public, industry professionals and related external agencies.
- Ability to provide technical or professional advice and guidance to staff and consultants.
- Ability to communicate effectively, orally and in writing.
- Demonstrated ability to conduct meetings and facilitate working groups.
- Demonstrated skill in the use of AutoCAD software for conceptual neighbourhood design, subdivision design, and lot sale maps.
Weekly Hours: 36.67
Salary Range: $84,790.56 to $93,481.20 CAD per annum (2023 rates)
