Job Summary

This position leads the development, design and implementation of visual communications for the City’s marketing, communications and public engagement initiatives. Responsibilities include overseeing the creative process, managing production, ensuring brand consistency and creating accessible and compelling visual content.

Duties & Responsibilities

  • Lead and provide strategic direction for visual communications by overseeing the creativeprocess from concept to final execution across print and digital media. Consult on designstrategies that align with marketing and communications goals, ensuring solutions areeffective, accessible, timely and within budget.
  • Plan, coordinate and manage the production of visual communications including graphicdesign, print design, digital media graphics, video/motion graphics, signage andphotography.
  • Develop and maintain the City brand and sub-brands, ensuring adherence to corporategraphic design standards, guidelines, templates, accessibility and Canadian copyright laws.Manage signage standards for City facilities and outdoor spaces to ensure uniformity, brandconsistency and accessibility.
  • Create and design compelling materials for print and digital collateral that align with brandguidelines, contributing to brand storytelling through high-quality imagery, videos and photoretouching.
  • Assist with reviewing copy and proofreading publications.
  • Maintain and coordinate a digital photo and video library, including coordinating anddirecting photoshoots and editing video footage, as required.
  • Provide design support for confidential and sensitive matters, safeguarding sensitiveinformation.
  • Analyze emerging visual communications trends and recommend appropriate strategies.
  • Participates in crisis and issues communications response plans as required.
  • Coordinate and manage vendor relationships as required.
  • Performs other related duties as assigned.

Qualifications

  • Degree in graphic or visual communication (or a related field) plus four to six years progressively responsible experience in graphic design and/or advertising, including the production and placement of various communication tools used in the graphic arts industry or advertising media. An equivalent combination of education and experience will be considered.
    Demonstrated ability in conceptual design, creative development, art direction and print anddigital graphic design.
  • Skilled in prioritizing, planning, organizing and executing multiple projects using workflowsystems in dynamic, time-sensitive environments with minimal supervision. Exhibits strongorganizational skills, attention to detail and a keen eye for aesthetics.
  • Expertise in branding, typography, digital file formats and print production, combined with theability to create targeted visual content for various advertising and communication mediums.
  • Extensive knowledge of graphics industry principles and practices, including layout anddesign, illustration, visual identity programs, photography, pre-press production, copywritingand printing.
  • Proficient in both PC (primary) and Macintosh platforms, including Adobe Creative Suite(InDesign, Photoshop, Illustrator, Bridge, Lightroom and Acrobat Pro, Premier Pro, AfterEffects) and Microsoft Office applications. Current knowledge of design trends, techniques,software, digital file management, digital animation, photography, computer illustration,mixed visual media and basic HTML.
  • Ability to express ideas and concepts effectively in oral, visual and written form to variousaudiences.
  • Strong interpersonal and communication skills, with the ability to establish and maintaineffective working relationships. Works well both independently and as part of a team, thriving in collaborative environments and open to constructive feedback.
  • Experience in creating accessible documents that comply with the Accessible Saskatchewan Act and national standards such as WCAG and PDF/UA, using tools like InDesign, Acrobat Pro and AxesPDF, and in applying inclusive design principles to ensure accessibility best practices are met across digital and print media.

Weekly Hours: 36.67 

Salary Range: $77,902.56 to $85,888.56 CAD per annum (2026 rates)
