The Transportation department is looking for a Transportation Business Manager.

The Work You Will Be Involved In:

This position manages the three primary business aspects of the Transportation Department: customer service (permitting, automated enforcement programs, and customer service); right-of-way management (closures, leases, purchases, and issue mitigation); and corporate governance (strategic priorities, risk management, performance metrics, change management, and corporate initiatives).

 

  • Leads the Business Section by overseeing delivery of service in alignment with the department business plan and the corporate strategic priorities.
  • Manages assigned staff, hires, assigns work schedules, plans for future workforce needs and directs the preparation of business planning and annual budgets.
  • Plans, organizes, directs, monitors, and evaluates the work of staff and disciplinary action when required.
  • Initiates, develops and manages the permit process for all uses of streets and right-of-way (driveway crossing permits, overweight truck permits, etc.)
  • Manages the Red Light Camera program and is the primary city contact for the Automated Speed Enforcement program delivered by the province.
  • Acts as the main point of contact for the public, City Council and the corporation for matters related to transportation and responds to inquiries that are referred to the Department.
  • Manages the tracking of all transportation related inquiries through the use of automated systems.
    Manages right-of-way closure and purchase requests from, and lease agreements with property and business owners.
  • Manages issues generated by encroachment onto the public right-of-way.
  • Prepares committee and council reports related to right-of-way management and other issues.
  • Develops analytics to support effectiveness, savings, and other performance metrics.
  • Plans, recommends, and implements strategies to support management, strategic initiatives, and policy development.
  • Oversees continuous improvement strategies and initiatives.
  • Identifies risks to the department and oversees risk mitigation strategy development.
  • Standardizes department processes, champions organizational change, collaborates with stakeholders to identify and deliver business process improvements.
  • Leads change management activities in relation to internal and corporate initiatives (originating from Human Resources, Finance, City Clerk’s Office, Information Technology, etc).
  • Manages the development of the department business plan.
  • Performs other related duties as assigned.

  • Customer & Stakeholder Focus: Delivers high-quality service to internal and external stakeholders, including the public, City Council, and partner organizations. Builds strong relationships through responsiveness, professionalism, and a commitment to addressing concerns effectively. Acts as a key point of contact and trusted advisor on transportation-related matters.
  • Communication: Communicates clearly and effectively with diverse audiences through written reports, presentations, and verbal interactions. Prepares concise and accurate committee and council reports. Listens actively and ensures information is conveyed with transparency, clarity, and respect.
  • Collaboration & Relationship Building: Works collaboratively across departments and with external stakeholders to achieve shared goals. Builds partnerships that support right-of-way management, policy development, and service delivery. Encourages teamwork and inclusivity in problem-solving and decision-making.
  • Change Management & Innovation: Leads and supports organizational change initiatives by promoting adaptability and continuous improvement. Champions innovation by identifying and implementing process enhancements, new technologies, and service delivery improvements. Helps staff navigate change with clarity and confidence.

What We Are Looking For:

  • Degree in Business Administration, Operations, Finance, Accounting or related field.
  • Seven to nine years’ progressively responsible management experience in a related field including four years of advisory experience in a related field. An equivalent combination of education and experience may be considered.
  • Considerable knowledge of Customer Service in a multi-faceted environment.
  • Experience in right-of-way management would be considered an asset.
  • Certification in Continuous Improvement, Change Management, and/or Customer Service are considered assets.
  • Demonstrated ability to supervise and develop staff.
  • Demonstrated ability to establish and maintain effective relationships with assigned staff, representatives of other agencies and the public.
  • Demonstrated ability to communicate effectively orally and in writing.

Weekly Hours: 40 

Salary Range: $113,871.36 to $133,798.56 CAD per annum (2026 rates)
