Job Summary
Under supervision of the Planning Supervisor, this position performs a wide range of functions related to the planning, scheduling, and implementation of efficient delivery of transit services.
Duties & Responsibilities
- Creates, monitors, and optimizes schedules for transit routes, using both specialized scheduling software and manual techniques, to provide reliable and efficient service. This includes but is not limited to defining routes and related attributes, developing appropriate run times for different service periods, building trips and blocks, allocating time points and schedule recovery time, and coordinating schedules for transfers.
- Assists with run cutting, preparing and implementing sign-ups, and vacation sign-ups, in accordance with established practices, procedures, and collective bargaining.
- Prepares and distributes route and schedule-related information for internal use, including Operator running boards and related documentation, among others.
- Prepares, develops, and implements route plans and schedules for service to special events, including preparing costing and other related administrative tasks.
- Assists with the planning, designing, and testing of new or modified transit routes.
- Collects, records and analyzes route and system performance metrics related to planning and scheduling, including run times, schedule reliability and ridership data. This can include using regularly published reports, creating analyses from raw data, field observations, or a combination of all three. Develops recommendations for any changes based on this analysis.
- Regularly monitors and implements changes to bus stop signage and information assets, including for regular ongoing maintenance, planned service changes, and in coordination with other projects impacting bus zone assets.
- Works with other staff to ensure that public-facing transit system information is correct and up to date, including maps and schedules for individual routes, transit terminals, and the transit system map.
- Reviews, analyzes, and responds to inquiries from the public or other employees regarding schedules, routes, bus stops and amenities, and other matters related to scheduling.
- Attends meetings with internal and external stakeholders, as required, to provide or obtain the information necessary to plan and deliver efficient transit service.
- Assists with the preparation of reports and recommendations.
- Performs other related duties as assigned.
Qualifications
- Successfully completing a minimum two-year post-secondary program (Degree, Diploma, Certificate, etc.), in a related field that develops strong data analysis and planning skills, and which may include: urban planning, geography, economics, statistical analysis, or mathematics.
- Four years’ demonstrated experience in Transit Planning and/or Scheduling, or a closely related field, in positions of progressively greater responsibility, will be considered an asset.
- Experience using Transit scheduling software and/or Geographic Information Systems (GIS) software will be considered an asset.
- Ability to design efficient and effective transit routes and schedules.
- Ability to understand, analyze, and manipulate complex quantitative, statistical, and spatial data using critical thinking and problem-solving skills.
- Ability to manage time effectively, including prioritizing and completing tasks with minimal supervision.
- Ability to establish and maintain effective working relationships with other employees, civic departments and outside agencies.
- Ability to communicate effectively orally and in writing.
- Ability to deal courteously and tactfully with the public.
- Demonstrated intermediate skill in the operation of a computer with word-processing, spreadsheet and database software in a Windows environment.

Weekly Hours: 36.67
Salary Range: $76,273.68 to $80,308.56 CAD per annum (2026 rates)
