Core Function

Under the supervision of the Operations Manager - Parks, this position directs and coordinates all training activities in the Parks Department. This position is pivotal in ensuring that safe and effective services can be provided by the Department’s employees and fosters growth and development of its staff. 

Duties & Responsibilities

  1. Assesses Departmental training and development needs, analyzes gaps, researches best practices and partners with Parks staff to develop and implement training & development programs and initiatives.
  2. Develops, coordinates, and maintains the Parks Department’s operator training program, including developing long-term strategies, and implementing training plans for the Department.
  3. Conducts classroom and field instruction, for operators of equipment used in the Parks Department, in accordance with Corporate Occupational Health and Safety Policy.
  4. Develops training schedules and maintains a record of training sessions, participants, and certification of individuals.
  5. Acts as liaison with other Departments for the coordination of training for Parks Department employees, including collaboration on training activities of a similar need between Departments.
  6. Coordinates and maintains comprehensive manual and computerized training documentation related to operator qualifications and vehicle defect reports to ensure compliance with regulations under the national safety code and The Occupational Health and Safety Act and its regulations.
  7. Act as the Learning Administrator for Parks in the SAP Success Factors Learning Management System (LMS), including managing Parks’ items, classes, programs, curricula, assignment profiles, libraries and learning history. Participates in corporate LMS activities as required.
  8. Plans, assigns work schedules, supervises, coaches, assesses staffing needs, identifies layoff and recall requirements and participates in the evaluation of work including attendance management and assisting with progressive discipline and grievance resolution of professional and technical staff who provide equipment training in Parks.
  9. Researches, procures, and coordinates the use of contract resources to assist in training where required.
  10. Assists with developing and implementing quality management related to Parks safety and training.
  11. Ensures all work and training activities are performed in accordance with approved industry standards and specifications and comply with the Saskatchewan Employment Act and Occupational Health & Safety Regulations in addition to the City of Saskatoon’s Administrative Occupational Health & Safety Policies and divisional procedures. 
  12. Performs other related duties as assigned.


  • Graduation from a recognized one-year, post-secondary program in a related discipline.
  • Certificate in Adult Teaching & Learning or Adult Continuing Education considered an asset.
  • Successful completion of recognized Train-the-Trainer, Power Mobile Equipment Operator Evaluator, and Basic Training Techniques programs.
  • Four to six years’ experience in operator training, preferably related to equipment used in the horticulture industry.
  • Possession of or ability to obtain to within one year after date of hire Professional Driver Improvement Course (PDIC) Instructor certificate, Defensive Driver Course (DDC) Instructor certification, and Transportation of Dangerous Goods Instructor certification.
  • Possession of a valid, recognized first aid certificate.
  • Possession of a valid, Saskatchewan Class 5 Driver’s Licence.
  • Current driver’s abstract from SGI demonstrating a safe driving record.
  • Considerable knowledge of corporate and safety policies, Provincial OH&S regulations, industry methods, technical specifications, and work practices.
  • Demonstrated ability to design, coordinate and conduct training programs and evaluate the competency of participants.
  • Demonstrated ability to communicate effectively; orally, including public speaking, and in writing.  
  • Demonstrated ability to work in a computerized environment. Experience with Learning Management Systems would be an asset.
  • Ability to establish and maintain effective working relationships.

Weekly Hours: 36.67 

Salary Range: $71,064.48 to $83,177.52 CAD per annum (2022 rates)
