The City of Saskatoon is seeking a Total Rewards Specialist to provide expert guidance on compensation, benefits, recognition, pay equity, job evaluation, and total rewards programs while partnering with HR and business leaders to support organizational objectives and market competitiveness. The ideal candidate brings 4–6 years of related experience, strong analytical and stakeholder-management skills, experience with complex HRIS systems and unionized environments, and a degree in business, commerce, economics, or a related discipline. 

The type of work you'll be involved in:

The Total Rewards Specialist provides expert advice and guidance on the strategy, design, and evaluation of total rewards programs, including compensation, benefits, and recognition. The role partners with HR leadership and business leaders to ensure total rewards programs are aligned with organizational objectives, market competitiveness, and Human Resources strategic plan. Duties include:

 

  • Plans, develops, implements, and coordinates total rewards projects, programs, policies, and procedures.
  • Consult with HR and business leaders on total rewards strategies that support the strategic business plan
  • Lead or advise on compensation philosophy, pay equity analysis, and market competitiveness reviews.
  • Develop policies and framework to support total rewards programs and activities.
  • Leads organizational processes, maintains systems, and develops reports related to total rewards, including job design, job analysis, evaluation, salary administration, rewards and recognition strategies and benefits design and administration).
  • Researches, prepares and presents recommendations to senior leadership regarding new total rewards initiatives or program changes, and emerging leading practices.
  • Assists with the design, implementation and administration of rewards and recognition programs and employee benefits plans.
  • Supports and educates internal stakeholders on total rewards processes, procedures, and applicable collective agreement requirements.
  • Develops, implements, and maintains total rewards policies, programs, and procedures.
  • Assists with the audit, update and review of rate tables and classified titles as required.
  • Develops and reviews job descriptions as part of the job analysis and job design functions while maintaining a system of record for all job descriptions, recommended changes, and classification information.
  • Participates in compensation surveys and provides recommendations to management for improvements relating to compensation practices.
  • Monitors and maintains compensation and job information related data in the human resource information system (HRIS).
  • Acts as a liaison with Labour Relations and union representatives to resolve total rewards issues.
  • Documents procedures and maintains up to date processes related to total rewards programs.
  • Performs other related duties as assigned.

The type of person we are looking for:

  • Degree in commerce, business administration, economics, or related discipline, with four (4) to six (6) years of related experience in human resources, accounting, finance, data analytics, or related discipline.
  • Three years of experience working within complex human resource information systems (SAP/SuccessFactors, preferred).
  • A professional designation such as Certified Human Resources Professional (CHRP), Certified Compensation Professional (CCP), or Certified Employee Benefits Specialist (CEBS) is an asset.
  • Direct experience with job design, job evaluation, job documentation, compensation, or rewards and benefits administration is considered an asset.
  • Demonstrated ability to build credibility and effectively influence stakeholders at all levels of the organization through consultation, collaboration, and evidence-based recommendation
  • Thorough knowledge of wage and salary administration, organization design and analysis.
  • Experience working in a highly unionised environment with the ability to interpret and advise on contracts and support change in a collectively bargained environment.
  • Experience in analysing large data sets and translating findings into meaningful insights and recommendations
  • Ability to deal courteously, tactfully, and effectively with internal and external stakeholders.
  • Demonstrated ability to lead process improvement and organizational change initiatives that enhance operational effectiveness and result in high-quality customer service delivery.
  • Proficient in using computer and software systems, including Microsoft Office Suite, with superior skills in Microsoft Excel.
  • Ability to work well under pressure, and effectively handle multiple, concurrent demands and appropriately prioritize responsibilities.
  • Ability to effectively prepare and present both verbal and written reports.
  • Ability to establish and maintain effective working relationships with all levels of officials and employees.
  • Knowledge of relevant employment laws and regulations.
  • Possession of a Class 5 Drivers licence.

Weekly Hours: 40 

Salary Range: $102,126.96 to $119,998.80 CAD per annum (2026 rates)
