Job Summary
Duties & Responsibilities
Scope And Major Responsibilities
- Provides strategic, research based, consultation to departments in order to complete all aspects of the employment process, including advertising vacancies, evaluating applicants, interviewing candidates and making employment offers for a wide range of occupational groups.
- Verifies qualifications and seniority, interprets collective agreements and labour legislation and provides information/recommendations to departmental representatives and employees on related issues, including the placement of employees affected by reversion and position abolishment.
- Collaborates with various stakeholders to develop a corporate advertising and branding strategy that promotes consistency, accessibility and prominently features the City as a preferred employer within the local, national and global community.
- Works collaboratively with the Human Resources Business Partners, Labour Relations, and Total Rewards to continuous improve quality of hire, reduce turnover, and enhance processes, tools, and practices. Works with the divisions on strategic workforce planning and to understand short and long term talent needs of the divisions and departments.
- Develops and implements various advertising strategies based on the previous success of relevant advertising tools (i.e. web based advertisements, social media, etc.).
- Coordinates with the Diversity Coordinator to identify programs and strategies related to the recruitment and retention of a diverse workforce, including planning and attending career fairs.
- Liaises with labour relations and union representatives to resolve employment issues.
- Prepares related reports on employment programs, activities, and initiatives, including the tracking of employment initiatives using identified Key Performance Indicators.
- Provides information to employees, job applicants and the public regarding the nature of job vacancies and the duties, responsibilities needed for positions.
- Participates in the corporate orientation and on-boarding process.
- Develops and implements new ideas and technologies for continuous streamlining of the recruiting process.
- Assists in the development of strategies to address labour shortages.
- Performs other related duties as assigned.
Qualifications
Qualifications
- Degree in Human Resources, Commerce or related discipline. Chartered Professional in Human Resources (CPHR) would be considered an asset.
- Four to six years' related Human Resources experience preferably in a unionized environment.
- Experience using an Applicant Tracking System will be considered an asset.
- Considerable knowledge of a wide variety of occupations, organization structures, labour legislation, collective agreements, Human Rights Code etc.
- Knowledge of principles, concepts and techniques of modern human resource management.
- Knowledge of municipal organizations and types of municipal occupations combined with a working knowledge of related functions in other organizations.
- Demonstrated ability for being a passionate brand ambassador and providing an exceptional candidate and client experience.
- Demonstrated ability to manage a high volume of work in a fast paced work environment
- Ability to develop and maintain highly effective and trusting working relationships internal stakeholders and external partners.
- Demonstrated skill in the use of a computer using the Microsoft Office suite.
- Equivalent education and experience will be considered.

Salary Range: $85,052.88 to $99,937.92 CAD per annum (2022 rates)
