This position is a CUPE 59 position and will be filled in accordance with the Collective Bargaining Agreement. Should it not be filled in accordance with the Collective Bargaining Agreement, external candidates will be considered.

Job Summary

Under supervision of the Information Management Coordinator (GIS), this position provides business and integration analysis and technical support, including planning and delivery of technology and services, for the Corporate Geographic Information Systems (GIS).

Duties & Responsibilities

  • Plans, designs, coordinates and provides advice concerning the deployment of GIS technology and services, , in accordance with GIS and customer requirements.
  • Administer the enterprise GIS geodatabases, supporting standards and guidelines and ensuring automated jobs and maintenance processes are implemented.
  • Designs, develops, configures, and maintains shared GIS web services to support enterprise and departmental business requirements.
  • Creates and maintains technical scripts, utilities, and automated job streams to support GIS platform operations and data management.
  • Performs various project roles as assigned.
  • Responds to and resolves system and production failures related to GIS, as required.
  • Plans, coordinates and provides advice concerning the development and implementation of Corporate GIS, in accordance with customer requirements.
  • Maintains knowledge of technology advancements as they pertain to current and future departmental and Corporate IT requirements, with a focus on GIS technologies.
  • Supervises and trains staff as assigned.
  • Prepares proposals and recommendations for management action.
  • Assists with the development and implementation of GIS policies, procedures and standards.
  • Performs other related duties as assigned.

Qualifications

Education, Training and Experience Requirements

  • Degree in computational science or related discipline, supplemented with training in GIS related technologies plus six years’ experience in municipal operations, systems planning and implementation of applications and databases OR successful completion of a recognized two-year, post-secondary program in computer sciences,  or GIS supplemented with training in information systems technology plus eight years’ experience in municipal operations, systems planning and implementation of server software and databases.
  • Successful completion of ESRI ArcGIS Enterprise: Configuring a Base Deployment and, ArcGIS Enterprise: Administration Workflows.
  • For the purpose of this posting experience in municipal operations, systems planning and implementation of server software and databases must involve 2 years’ current experience in the following areas:
    • Security Requirements                                          
    • Microsoft Technologies
    • ESRI GIS Technologies
    • Web Technologies and Internet Security

 

Knowledge, Abilities and Skills

  • Thorough knowledge of the corporate organization, interdepartmental relationships and the relevant policies, practices and procedures.
  • Considerable knowledge of GIS technology and systems, particularly ESRI platforms and related components.
  • Considerable knowledge of enterprise GIS architecture and operational practices, including geodatabases, shared services and system integrations.
  • Considerable knowledge of the operational characteristics and capabilities of computer systems and related technologies used to support GIS services and applications.
  • Knowledge of geodatabase administration, data structures, database management, and spatial data management principles.
  • Knowledge of project management tools and techniques and the ability to participate effectively in project planning, execution and supporting roles.
  • Ability to communicate effectively, orally and in writing, including preparing and conducting presentations.
  • Ability to plan, direct and coordinate assigned staff.
  • Demonstrated interpersonal skills and the ability to relate well with all levels of the organization and external contacts.

Requires Security Check

Acceptable current Criminal Record Check (CRC) and Vulnerable Sector Search (VSS) upon offer of employment.

Additional Requirements

  • Call-back, shift work and overtime may be required.
  • Stand-by is mandatory for designated employees when required. The employee must report to work immediately and be fit for duty.

Weekly Hours: 36.67 

Salary Range: $98,800.32 to $107,215.68 CAD per annum (2026 rates)
