This position is a CUPE 859 position and will be filled in accordance with the Collective Bargaining Agreement. Should it not be filled in accordance with the Collective Bargaining Agreement, external candidates will be considered.

Job Summary

Under supervision of the Environmental Operations Superintendent, this position supervises operations at the Saskatoon Regional Waste Management Centre (Landfill).

Duties & Responsibilities

  • Supervises, trains, organizes, directs and evaluates all staff relating to the landfill and related operations. 
  • Ensures efficient use of staff, equipment and materials through planning, scheduling, and coordination with the Operations Superintendent.
  • On-site supervision and inspection of fieldwork to ensure quality control of the work and adherence to established safety and environmental procedures and standards.
  • Completes daily field inspections to ensure that work is carried out in accordance with standard methods and procedures, including: ensuring daily maintenance is carried out on all equipment and daily cover is placed on active face at the completion of each working day.
  • Reports daily, verbally and in writing, to the Operations Superintendent regarding scheduled work, staff, equipment, material used, and daily progress of work performed, including recommendations for improvements. 
  • Promotes and ensures a safe and positive workplace culture through applying corporate policies and procedures.
  • Ensures the appropriate disposal of recyclable materials at the landfill, including the preparation of contracts for the disposal of white goods, and other recyclable materials.
  • Orders a sufficient supply of cover material, aggregate, and general supplies. 
  • Coordinates and arranges, in conjunction with other City Staff, the supervised disposal of special waste at the landfill in accordance with prescribed methods of disposal.
  • Assists with developing and implementing short and long-term plans for refuse disposal.  
  • Oversees and monitors the operation of environmental protection processes at the Saskatoon Regional Waste Management Centre.
  • Ensures landfill operational enquiries and complaints from the public are handled appropriately and timely.
  • Supports and promotes the health and safety of employees and the general public in accordance with the Saskatchewan Employment Act, Saskatchewan Health Regulations and Standards, Occupational Health & Safety Regulations and the City of Saskatoon’s administrative Occupational Health & Safety policies and departmental procedures.  Maintains and monitors programs which affect public health and safety.
  • Responds to call-outs to deal with emergency situations and to direct information to staff with respect to required action.
  • Assists with the preparation of reports and presentations for City Council, Senior Management and the public regarding waste and recycling.
  • Performs other related duties as assigned.

Qualifications

Education, Training and Experience Requirements: 

  • Grade 12 education with eight years recent experience in the operation of municipal solid waste disposal systems including three year’s supervising experience,
    Or  
    A Diploma in a technical related program with six years recent experience in the operation of municipal solid waste disposal systems including three year’s supervising experience,
    Or  
    A Degree in a related program with four years recent experience in the operation of municipal solid waste disposal systems including three year’s supervising experience,
  • Possession of the Solid Waste Association of North America certification as a Certified Landfill Manager.
  • Possession of a recognized supervisor certification program.
  • Possession of a valid Saskatchewan Class 1A Learner’s Licence, and must obtain 1A Driver’s Licence within 2 attempts.
  • Current driver’s abstract from SGI demonstrating a safe driving record.
  • Possession of a valid First Aid certificate.

Knowledge, Abilities and Skills:

  • Demonstrated ability to plan, assign and supervise the work of subordinates.
  • Demonstrated ability to mentor, lead and encourage staff to develop skills and work towards organization and departmental goals.
  • Demonstrated knowledge of, and ability to follow all applicable procedures, policies, legislation, regulations, standards and specifications.
  • Demonstrated ability to establish and maintain effective working relationships with the team, the public, contractors and all civic employees.
  • Demonstrated ability to regularly and consistently attend work to ensure effective operations and service delivery.
  • Knowledge of the operation and maintenance of landfill or similar heavy and light equipment.
  • Knowledge of the weigh scale operation and disposal charges.
  • Demonstrated ability to communicate effectively, orally and in writing.
  • Ability to participate effectively in a team environment and to adapt to changes in employees, scheduling, procedures and equipment.
  • Skill in the operation of a computer with word processing, spreadsheet, and database software.

Requires Security Check

Acceptable current Criminal Record Check (CRC) upon offer of employment.

Weekly Hours: 40 

Salary Range: $39.27 CAD per hour (2026 rates)
