Job Summary
This position plays a key role within the City of Saskatoon’s strategic planning and execution function. The incumbent is responsible for facilitating the development, implementation, and administration of the City’s enterprise (corporate-wide) portfolio management and project management functions.
This position will support the establishment and day-to-day operation of a central portfolio and project management office to support multiple portfolios across the organization in the selection, prioritization, and implementation of projects and programs, as well as the sustainability of project or program outcomes.
Duties & Responsibilities
- Facilitates the development, implementation, and growth of the corporate strategic planning process and framework (i.e., governance structure, roles, processes, and accountabilities) for the City, to support effective direction-setting, decision-making, and prioritization.
- Coordinates the development, implementation, and growth of the corporate portfolio management strategy and framework (i.e., governance structure, roles, processes, and accountabilities) for the City to support effective direction-setting, decision-making, prioritization, and resource allocation.
- Develops and maintains the corporate strategic planning systems through standards, processes, documentation, and training in collaboration with City leadership and the various departments.
- Supports the corporate strategic plan and departmental business plans to build a strong organizational practice around strategic and business planning.
- Offers facilitation services, advice, and coaching on strategic and business planning in collaboration with subject matter experts across the organization.
- Works closely and collaboratively with supporting functions, including organizational project management, portfolio management, and change management, within the Business Transformation department, to ensure the successful delivery of the strategic plan and key corporate initiatives.
- Develops a positive and productive working relationship between Business Transformation and other departments, as well as between departments, to foster the adoption and use of best practices around portfolio and project management.
- Prepares and presents regular performance reports on the corporate strategy, portfolio, and supporting business plans at the City to all levels of the organization as required.
- Prepares reports in response to enquiries of City Council, Committees of Council, senior administration, and the public.
- Liaises with internal system users, other municipalities, and external associations to ensure that the City’s corporate strategic and business planning processes and activities align with organizational needs and industry best practices.
- Provides training and awareness-building sessions based on identified training needs related to strategic and business planning.
- Leads and facilitates a community of practice to encourage peer-to-peer learning and process improvements regarding strategic and business planning across the organization.
- Ensures compliance with legislation, regulations, standards, guidelines, Civic Bylaws, policies, procedures, and collective agreements as appropriate.
- Performance of other related duties as assigned.
Qualifications
Education, Training and Experience Requirements
- Degree in engineering, commerce, business or public administration, science, or a related discipline.
- Four to six years of progressively responsible experience in strategic planning, business planning, business analysis, project management, or management consulting experience in a municipal environment would be an asset.
- Strategic planning, business planning or change management certificate or training from a recognize institution would be an asset.
- Experience with developing and executing organizational strategy in a large, complex organization and in effectively managing interdisciplinary stakeholder engagement.
- Experience with Municipal government or government strategic and business planning would be considered an asset.
- Possession of a valid, Class 5 Saskatchewan Driver’s Licence.
- Current driver’s abstract from SGI demonstrating a safe driving record.

- Ability to prepare and present reports using simple and clear language.
- Demonstrated ability to establish and maintain effective working relationships with civic officials, staff, representatives of other agencies, and the public.
- Demonstrated ability to collect and diagnose data and develop solutions that improve performance.
- Demonstrated ability in managing multiple, concurrent projects and in meeting required deadlines.
- Demonstrated effective interpersonal skills, including the ability to relate with all levels of the organization and external contacts.
- Ability to work with people in initiating and implementing change.
Weekly Hours: 36.67
Salary Range: $86,211.84 to $101,175.60 CAD per annum (2023 rates)
