Job Summary

This position performs professional engineering work in the preparation of specifications and procurement documents for the purchase of City vehicles and equipment.

Duties & Responsibilities


  • Prepares specifications for a variety of vehicles and equipment, including operational support items such as fuel, lubricants, antifreeze, batteries, etc.
  • Evaluates vehicle and equipment requirements, maintenance records of performance and analyses operating costs of vehicles and equipment. Provides recommendations in the development of standards and specifications for future procurement
  • Assists in the planning and implementation of short and long-term goals with respect to fleet operational requirements. Assists in studies and investigations to determine future changes to be implemented.
  • Plans, directs and administers the collection and analysis of data related to evaluations of functional capabilities and quality of vehicles and equipment used by internal stakeholders.
  • Reviews current practices, researches industry standards and facilitates improvements to current procedures and methods.
  • Prepares procurement documents (RFP, RFQ, Standing Offers, Sole Source, etc.) for the purchase of vehicles and equipment, including best value criteria for tender awards.
  • Reviews and evaluates tender submissions, and recommends tender awards to Supply Chain Management.
  • Oversees new vehicle and equipment delivery inspections to ensure compliance with tender specifications, and establishes new vehicle and equipment unit files.
  • Participates in the modification of specialized equipment to meet regulatory requirements.
  • Authorizes Solicitor approved lease and rental agreements.
  • Participates in the determination of Total Cost of Ownership of vehicles and equipment including lifecycles.
  • Assists in the preparation and administration of the operating and capital budgets for the section, including revenue and expenditure analysis, financial planning.
  • Acts as liaison within other Departments and Divisions within the corporation to coordinate and establish programs and objectives related to vehicle and equipment requirements.
  • Ensures proper operation and maintenance of all Fleet Services fuelling sites.
  • Ensures compliance with environmental regulations as they apply to various aspects of Fleet Services operations.
  • Prepares written and oral reports in response to stakeholder and corporate enquiries, as required.
  • Supports and promotes the health and safety of employees in accordance with the Saskatchewan Employment Act, Saskatchewan Health Regulations and Standards , Occupational Health & Safety Regulations and the City of Saskatoon’s administrative Occupational Health & Safety policies and departmental procedures. Maintains and monitors programs which employee health and safety.
  • Performs other related duties as assigned.



  • Degree in Mechanical engineering.
  • Four to six years' professional engineering experience related to vehicle and equipment procurement and design, including development of equipment specifications and modifications, procurement documents, etc.
  • Registered as a professional engineer in the Association of Professional Engineers and Geoscientists of Saskatchewan.
  • Ability to analyze, evaluate and prepare a wide variety of reports, plans and specifications.
  • Skill in the operation of a computer with Microsoft Office software.

  • Knowledge of functionality and capacity of equipment used in construction, maintenance and general transportation.
  • Ability to develop and maintain an effective working relationship with user departments, suppliers of equipment, contractors etc.
  • Ability to communicate effectively, orally and in writing.

Weekly Hours: 36.67 

Salary Range: $86,211.84 to $101,175.60 CAD per annum (2022 rates)
