Job Summary
This position is responsible for managing elements of the Roadways, Fleet and Support (RFS) and Water and Waste Operations (WWO) Departments’ plan to improve asset management maturity and the adoption of Fusion (SAP) and other technology within the Departments.
Duties & Responsibilities
- Manages aspects related to SAP and other related management systems implementation, including data implementation, data maintenance planning and scheduling (including physical rating of assets) and development of departmental system and adoption strategies.
- Leads a cross-departmental project team, reviews business needs, creates work schedules, assesses staffing needs, and identifies resource requirements. Supervises assigned staff.
- Manages specific project plans related to implementation of new systems and policies.
- Reviews all current asset management policies, practices, bylaws and department planning documents and provides recommendations and direction on required changes.
- Acts as the lead in identifying, addressing, and initiating work related to project and policy implementation. In addition, provides facilitation of training, process improvement, change management, performance measurement and documentation of processes.
- Acts as a primary liaison between RFS/WWO and involved stakeholders related to technological and data projects along with policy review and development, and is the subject matter expert in all asset and work data management systems within the departments.
- Develops and coordinates effective budgets and staffing allocations.
- Develops the business case(s) for implementation and adoption of Fusion system and other data management systems within RFS/WWO and any related changes to business or resourcing. Identifies data requirements and strategies to collect and report on data to support asset management practices and decision making.
- Prepares written and oral reports in response to stakeholder and corporate enquiries, as required.
- Performs other related duties as assigned.
Qualifications
Education, Training and Experience Requirements:
- Degree in engineering, commerce, project management, business administration or related field.
- Four to six years' progressively responsible related experience, including a minimum of two years’ experience supervising and coordinating the work of staff and/or consultants. Project management of complex projects would be considered an asset.
- Considerable experience and knowledge in working with data management systems including SAP and GIS.
- Possession of an equivalent combination of training and experience may be considered.
- Possession of a valid, Class 5 Saskatchewan Driver’s Licence.
- Current driver’s abstract from SGI demonstrating a safe driving record.
Knowledge, Abilities and Skills:
- Knowledge of the principles and practices of project management.
- Ability to resolve complex issues in a multi-disciplinary environment including conflict management, work program and on-schedule project delivery.
- Considerable knowledge of Asset and Maintenance management principles.
- Demonstrated ability to analyze and interpret data, identify underlying issues/problems and recommend required changes.
- Demonstrated ability to communicate effectively orally and writing, including the ability to prepare and present reports.
- Demonstrated ability to establish and maintain effective working relationships with assigned staff, civic officials, representatives of other agencies and the public.
Weekly Hours: 36.67
Salary Range: $86,211.84 to $101,175.60 CAD per annum (2023 rates)
