Job Summary

This position manages the planning, design, operation, and regulation of transportation, traffic control, and traffic calming systems to accommodate the safe and efficient movement of vehicular traffic, cyclists, and pedestrians.

Duties & Responsibilities

  • Prepares  and/or Oversees:
    • Roadway and intersection functional planning studies for all transportation network elements; 
    • Planning, design, and operation of traffic control systems, including traffic signals, signing and pavement markings; 
    • Reviews development application, subdivision designs with respect to all transportation-related facilities; 
    • Reviews traffic impact studies as they relate to development within the City.
  • Manages:
    • Traffic control system, software, applications, and devices 
    • Active transportation network and facilities.
  • Ensures the design and operation of all transportation systems in the city are safe and accessible for all road users.
  • Organizes and attends public meetings in order to present and disseminate information on specific projects.
  • Acts as liaison with other civic departments and external stakeholders.
  • Develops and maintains engineering design geometric standards, bylaws, policies, and guidelines.
  • Provide transportation engineering expertise within the Transportation Division, to other City departments, general public, external agencies and land developers.
  • Represents the Transportation Division on planning, design, or construction projects led by other City departments, external agencies and land developers.
  • Manages the collection, compilation, analysis and management of traffic data.
  • Prepares written and oral reports in response to enquiries of City Council, Committees of Council, senior administration and the general public.
  • Prepares and administers the annual capital and operating budgets for assigned programs.
  • Supervise and develop staff assigned to the area of responsibility.
  • Performs other related duties as assigned.

Qualifications

Education, Experience and Training Requirements: 

  • Degree in civil engineering.
  • Seven to nine years’ progressively responsible professional engineering experience in transportation.
  • Registered, or eligible for registration with the Association of Professional Engineers and Geoscientists of Saskatchewan.
  • Possession of a valid Saskatchewan Class 5 Driver’s Licence.
  • Current driver’s abstract from SGI demonstrating a safe driving record.
     

Knowledge, Abilities and Skills: 

  • Extensive knowledge of the principles and practices of transportation engineering in an urban environment.
  • Knowledge of generally accepted accounting, budgeting and financial procedures.
  • Demonstrated ability to supervise, plan, direct, co-ordinate, monitor and evaluate the work of professional and technical staff.
  • Demonstrated ability to communicate effectively, orally and in writing.
  • Ability to prepare and present complex technical reports, both verbal and written.
  • Ability to establish and maintain effective working relationships with civic staff, civic officials, representatives or other agencies and the general public.
  • Demonstrated effective interpersonal skills.

Weekly Hours: 36.67 

Salary Range: $95,473.92 to $112,058.88 CAD per annum (2023 rates)
