This position is a CUPE 59 position and will be filled in accordance with the Collective Bargaining Agreement. Should it not be filled in accordance with the Collective Bargaining Agreement, external candidates will be considered.

Job Summary

Under supervision of a Building Standards Manager this position supervises a team of Building Inspectors that perform residential plan review and/or residential inspections.  The supervisor is the main point of contact for residential inquiries and is responsible for the efficient coordination of day-to-day activities within the section.

Duties & Responsibilities

  • Supervises, plans, organizes, assigns work to, and performs duties of staff engaged in the assigned residential permit program area, ensuring effective program delivery and compliance with applicable building codes, bylaws and regulations.
  • Performs and assists with complex technical work within the assigned residential area, which may include residential building inspections and/or residential plan review activities.
  • Acts as the primary point of contact for complex and escalated residential inquiries related, providing interpretation and guidance on technical requirements within the assigned area, and resolving issues requiring in depth analysis and judgement.
  • Supervises and provides technical direction to staff in resolving complex and escalated residential building requirements, including issues where standard interpretations do not provide clear guidance, and involve coordination with other departments.
  • Provides onboarding, training, coaching and performance management of assigned staff, including the completion of performance appraisals.
  • Participates in the recruitment and selection of staff.
  • Assists in establishing section goals and performance measures, monitors progress, and leads initiatives to enhance service delivery, operational effectiveness and staff engagement.
  • Monitors the performance and productivity of the Section and makes recommendations, as required, for staffing adjustments and overtime to meet established service levels.
  • Coordinates, prepares reports and correspondence related to residential permits, inspections, complaints escalated files, or referrals as required.
  • Leads the analysis, development, and implementation of changes to the assigned residential permit program area, procedures, and technical code interpretations; resolves complex and non-routine issues where established practices may not provide clear direction by developing consistent, defensible approaches that are applied across the program, consulting with management on complex or unusual situations.
  • Discusses details of building construction, alterations and repairs, and responds to general inquiries, with contractors, property owners, designers and other interested parties.
  • Monitors residential files and projects to ensure permits and associated requirements are completed in a timely manner and recommends actions to be taken.
  • Performs other related duties as assigned.

Qualifications

Education, Training and Experience Requirements

  • Grade 12 education.
  • Graduation from a recognized, two-year, post-secondary architectural, mechanical, civil or other related engineering technology program, plus five years' progressive building construction experience, including two years' supervisory experience and two years’ as a Building Inspector.
  • An equivalent combination of education, training, and experience may be considered, including relevant trade certification and progressively responsible experience in building construction.
  • Possession of a valid Class 3 Building Official Licence.
  • Possession of a valid Saskatchewan Class 5 Driver's Licence and a vehicle suitable for use in the performance of duties.
  • Current driver’s abstract from SGI demonstrating a safe driving record.

 

Knowledge, Abilities and Skills

  • Thorough knowledge of Part 8 and 9 of the National Building Code, City Council Policies related to the inspection program, the Private Swimming Pools Bylaw and Construction Codes Act and Regulations.
  • Considerable knowledge of Part 3 of the National Building Code, the Zoning Bylaw, and the Property Maintenance Bylaw.
  • Demonstrated ability to plan, coordinate and supervise the work of assigned staff including the preparation and delivery of performance appraisals, effectively implementing change, and supporting staff working together collaboratively.
  • Demonstrated ability to exercise considerable judgement and make decisions in accordance with established policies and procedures.
  • Demonstrated ability to communicate effectively, orally and in writing to various individuals and groups, including owners, contractors and designers.
  • Demonstrated ability to work with minimal supervision and maintain a high level of confidentiality.
  • Ability to interpret, and to make decisions in accordance with, established policies and procedures.
  • Ability to understand and navigate construction drawings and utilize drafting, permit processing, and Enterprise Resource Planning (ERP) workflow management and drafting software.
  • High level of skill in word processing, spreadsheet, workflow software and ability to quickly learn new software in alignment with advancements in industry software as well as ERP advancements.
  • Ability to build and maintain effective working relationships with staff, other departments, and external stakeholders.
  • Strong analytical, problem-solving, and conflict resolution skills.

Requires Security Check

Acceptable current Criminal Record Check (CRC) and Vulnerable Sector Search (VSS) upon offer of employment.

Additional Requirements

Overtime is required.

Weekly Hours: 36.67 

Salary Range: $86,215.44 to $95,051.52 CAD per annum (2026 rates)
