Job Summary
This position provides senior interdepartmental coordination and monitors the progress and reporting requirements of housing projects supported under the City’s Housing program. This position supports the City’s Housing program operations and is responsible for fostering both internal and external partnerships while overseeing the implementation, administration and monitoring of incentives aimed at addressing housing solutions.
Duties & Responsibilities
- Leads and supports discussions, in a public forum, to formulate and propose affordable housing and community plans, policy changes and community support programs for consideration by City Council.
- Prepares and recommends incentive program implementation, administration and monitoring mechanisms and maintains administrative processes for the implementation of approved plans, policies, and programs.
- Communicates and engages with a variety of rightholders and stakeholders, including but not limited to City Administration, senior levels of government, First Nations, Metis, other professionals including industry representatives, property and business owners, community associations, advocacy groups, the public and City Council to inform the development and implementation of plans and policies.
- Responsible for financial tracking, and monitoring of incentive agreements ensuring the terms and conditions are followed Evaluates and reports on the effectiveness of the financial incentive programs offered by the City of Saskatoon and progress toward corporate objectives and recommends policy changes.
- Prepares and presents reports and recommendations to advisory committees, standing policy committees and City Council.
- Provides professional and technical support to Director, Section Manager and/or Senior Planner II.
- Manages projects, including the supervision of staff and coordinating the work of others.
- Maintains expertise related to current and anticipated trends in land use planning for affordable housing, and incentive programs.
- Performs other related duties as assigned.
Qualifications
Education, Training and Experience Requirements
- University Degree in Commerce, Business Administration, Social Sciences, Urban Planning or a directly related discipline.
- Five years’ experience in the development and delivery of affordable and/or social housing in an urban context.
- An equivalent combination of education and experience in the attainable housing sector, including managing programs related to the development of housing units may be considered.
- Possession of Full Membership standing in the Canadian Institute of Planners (CIP), Saskatchewan Professional Planners Institute (SPPI) or a professional designation in a related, equivalent professional organization. Must be eligible to attain provincial membership upon hire.
- Possession of a valid Class 5 Saskatchewan Driver’s Licence.
- Current driver’s abstract from SGI demonstrating a safe driving record.
Knowledge, Abilities and Skills
- Demonstrated ability to establish and maintain effective working relationships with the public, senior levels of government, First Nations, Metis, the development industry, professionals in various fields, employees and civic officials.
- Thorough knowledge of the principles, standards and practices related to urban planning, affordable housing or social housing, as well as rights holder and stakeholder engagement activities on a variety of matters related to planning and affordable housing.
- Thorough knowledge of related municipal by-laws, legislation, and regulations.
- A combination of training and/or direct work experience in a project management capacity, including all aspects of project initiation, planning, execution, and completion, would be considered an asset.
- Demonstrated ability to analyze data and resolve complex issues in a multi-disciplinary environment and work effectively with minimal supervision.
- Demonstrated ability to conduct meetings and facilitate working groups
- Demonstrated ability to plan and implement public and stakeholder engagement activities on a variety of matters related to planning, land development, zoning, and social issues.
- Demonstrated ability to communicate effectively, orally and in writing
- Demonstrated ability to direct and coordinate the work of others.
- Demonstrated ability to provide technical or professional advice and guidance to staff and consultants.
- Demonstrated ability in the use of a computer and standard business software such as Microsoft Office Suite.
Additional Requirements
Evening and weekend work is involved.
Weekly Hours: 36.67
Salary Range: $89,517.60 to $98,692.80 CAD per annum (2025 rates)
