Job Summary

Under the supervision of the Plan Review Manager, this position contributes as a technical expert, ensuring success of the commercial building permit application review and approval process and by ensuring the appropriate engineering oversight is considered in the Departments’ application of the National Building and Energy Codes.

Duties & Responsibilities

  • Supervises, plans, organizes and directs the activities of professional staff engaged in the commercial plan review program.
  • Manages assigned engineering staff; hires, assigns work schedules, assesses staffing needs, makes recommendations as required to staffing adjustments, such as recruiting staff and overtime needed to meet established service levels, if necessary, and performs layoff and recall.  Plans and approves staff training in Code related work. Conducts performance management and when required, disciplinary action.
  • Provides official interpretations of the requirements of the National Building Code, National Energy Code for Buildings for new and existing buildings and provides final acceptance of proposed equivalents.
  • Performs plan reviews to ensure compliance with requirements of the National Building Code, National Energy Code for Buildings, the Saskatoon Building Bylaw, The Construction Codes Act and Regulations and advises owners, designers, and contractors of any drawing deficiencies.
  • Provides recommendations to and assists the Building Standards Management Team in the development of procedures related to the application and interpretation of the Code, ensuring engineering expertise is used to support staff in their day-to-day operations.
  • Provides recommendations to and assists the Building Standards Management Team in technical revisions to City Council policies, Bylaws and regulations.
  • Manages and assists staff in resolving issues that arise and assists property owners, developers and consultants with interpretations and requirements of the National Building Code, National Energy Code for Buildings, the Saskatoon Building Bylaw and The Construction Codes Act.
  • Resolves issues which may develop between staff, customers and/or design professionals.
  • Performs on-site inspections of various projects, as required.
  • Maintains a liaison with other municipal governments, provincial governments and technical organizations regarding related acts and regulations 
  • Performs other related duties as assigned.

Qualifications

Education, Training and Experience Requirements

  • Degree in civil or mechanical engineering.
  • Engineering focus requires seven to nine years' directly related experience administering the National Building Code and commercial construction drawing review, including two or more years of supervisory experience leading and developing technical team. 
  • Registration, as a Professional Engineer, in the Association of Professional Engineers and Geoscientists of Saskatchewan.
  • Possession of a Saskatchewan Building Official Class 3 Licence.

 

Knowledge, Abilities and Skills

  • Thorough knowledge of The Construction Codes Act, the National Building Code, National Energy Code for Buildings and the Saskatoon Building Bylaw.
  • Considerable knowledge of The National Fire Code, National Fire Protection Association Codes and other National and International Standards.
  • Knowledge of the materials, procedures and techniques used in building construction.
  • Supervisory and technical leadership skills including the preparation and delivery of performance appraisals.
  • Ability to direct and support staff in achieving identified results. 
  • Ability to provide leadership and empowerment to achieve results.
  • Ability to analyze data, identify underlying issues/problems, recommend and implement required.

Weekly Hours: 36.67 

Salary Range: $103,316.64 to $121,263.84 CAD per annum (2026 rates)
