Job Summary

This position plans, organizes and controls the functions of the Property Tax & Accounting Control Section, which is responsible for the creation and maintenance of the City’s property taxation, ensuring accurate and timely property tax billing occurs, ensuring the accurate recording of revenues, and ensuring sufficient accounting processes and controls are in place and followed.

Duties & Responsibilities

  1. Manages the activities of the Property Tax & Accounting Control Section and ensures its alignment with corporate goals, guiding principles and management commitments.
  2. Manages assigned staff, hires, assigns work schedules, assesses staffing needs, identifies and pursues other resources if necessary. Plans and approves staff development. Responsible for performance management and disciplinary action when required.
  3. Maintains current knowledge of all legislation relating to property taxation and other Corporate Revenue activities, and ensures all policies, procedures and internal systems are in compliance with relevant legislation.
  4. Manages the process of controlling, revising and maintaining accounting activities for the Division, including participating in financial audit procedures and ensuring all required financial reporting is completed in an accurate and timely manner.
  5. Develops and maintains effective relationships with internal and external stakeholders, including relevant Provincial Ministries and Agencies, School Boards, and Business Improvement Districts.
  6. Develops, monitors and forecasts annual budgets for the section and related general government accounts. Ensures that revenues and expenditures are monitored and controlled in accordance with approved budget.
  7. Prepares written and oral reports in response to enquiries of City Council, Committees of Council, senior administration and the public.
  8. Assists in the development of annual strategic business plans.
  9. Acts as the Director of Corporate Revenue as required.
  10. Performs other related duties as assigned.

Qualifications

  • Degree in Commerce, Business Administration or related discipline.
  • Possession of a recognized CPA (C.A., C.M.A. or C.G.A.) accounting designation.
  • Seven to nine years’ progressively responsible experience in accounting, financial and data analysis, and business administration.
  • Thorough knowledge of legislation and processes related to assessment and taxation.
  • Thorough knowledge of accounting principles and practices, including budget development and forecasting, and auditing.
  • Knowledge of electronic data processing applications and financial systems.
  • Demonstrated ability to plan, direct, coordinate, monitor and evaluate the work of assigned staff.
  • Demonstrated ability to communicate effectively orally and in writing, including the ability to prepare and present complex technical reports.
  • Demonstrated ability to coordinate and analyze data to identify current and future opportunities and develop recommendations to address them.
  • Demonstrated effective interpersonal skills to establish and maintain effective working relationships with civic staff, civic officials, representative of other agencies and the public.

Additional Requirements

Weekly Hours: 40 

Salary Range: $105,740.88 to $124,245.36 CAD per annum (2022 rates)
