Job Summary

Reporting to the Manager,Corporate Quality,the Quality Management Specialist is responsible for supporting the development,implementation, and ongoing management of the City’s Corporate Quality Program,in support of the City’s Corporate Quality Management System (CQMS).  

This position provides expert advice, guidance,and support to employees, supervisors, and managers on the Corporate Quality Program, and the City’s CQMS and its associated practices and processes to enhance and sustain the City’s ability to consistently achieve its quality objectives and build a connected and responsive City.

Duties & Responsibilities

  1. Supports the development, implementation, monitoring, and improvement of the Corporate Quality 
  2. Leads the development, implementation, monitoring, and improvement of non-conformance reporting and related incident management in alignment with the City’s Corporate Quality Program and CQMS. 
  3. Informs and supports the design and implementation of quality management initiatives. 
  4. Prepares documentation for approval for quality management initiatives, including business cases, project charters, and implementation plans. 
  5. Provides facilitation support to assigned work groups through quality functions and service requests, including quality improvement plans, non-conformances, corrective actions, and in the implementation of CQMS. 
  6. Coordinates corporate quality projects and contracts. 
  7. Collects data and input to inform evidence-based improvements and to integrate quality management within operating groups. 
  8. Supports the development of quality functions and objectives, such as value stream mapping, root cause analysis, non-conformances, audits, reviews, assessments, management of quality information, documents, data collection, assessment, and analysis.
  9. Monitors and measures performance of corporate quality efforts and initiatives; and recommends implementation of new ideas and concepts to improve the corporate quality program and management system. 
  10. Develops and administers training programs and learning opportunities related to quality management and continuous improvement. 
  11. Provides subject matter expertise to enhance the Corporate Quality Program and CQMS engagement and implementation. 
  12. Conducts research and industry reviews to recommend best practices and program improvements. 
  13. Collaborates with internal and external stakeholder to integrate CQMS into City operations.
  14. Mentors and coaches other team members.
  15. Performs other duties as assigned. 

Qualifications

  • Degree in quality management,engineering,commerce, business or public administration,science,or a related discipline.
  • 5 to 8 years’ of progressively responsible experience in quality management or management consulting experience. Experience and formal training in the development, implementation, review, and improvement of quality management systems in a municipal environment would be an asset.
  • Demonstrated knowledge of quality management principles and methods, including quality objectives, advanced statistical analysis, value stream mapping, quality function deployment,assessments,audits,non-conformance reporting, and correction actions.
  • Demonstrated ability to conduct investigations,assessments,determine root cause,and take corrective action. 
  • Demonstrated ability to exercise a high level of confidentiality and trust.
  • Certification in ISO 9001, ISO 9004, ISO 18091, ISO 19011,Baldridge Excellence,Excellence Canada, or related standards would be an asset.
  • Certification as a Certified Quality Auditor (CQA), Certified Quality Engineer (CQE),Professional Engineer (P.Eng.) or equivalent would be an asset. 
  • Ability to influence and lead formally and informally across a multidisciplinary organization.
  • Ability to prepare and present complex technical reports.
  • Demonstrated ability to establish and maintain effective working relationships with civic officials,staff, representatives of other agencies and the public.
  • Demonstrated ability to facilitate and lead quality-related work,including value stream mapping,quality function deployment, assessments,audits,non-conformance reporting,and correction actions. 
  • Demonstrated ability to collect and diagnose data and develop solutions which improve processes. 
  • Demonstrated ability to manage multiple, concurrent projects and meet required deadlines.
  • Demonstrated effective interpersonal skills,including the ability to relate with different levels of an organization and external contacts.
  • Ability to develop and maintain effective working relationships with management co-workers,union representatives and external agencies. 
  • Ability to work with people in initiating and implementing change.
  • Ability to manage conflicts in a positive and timely manner.
  • Ability to design and deliver presentations and training programs.

Additional Requirements

Weekly Hours: 36.67 

Salary Range: $80,150.88 to $93,935.04 CAD per annum (2023 rates)
