This position is a SCMMA position and will be filled in accordance with the Collective Bargaining Agreement. Should it not be filled in accordance with the Collective Bargaining Agreement, external candidates will be considered.
Job Summary
This position develops processes, systems and recommendations and provides technical advice to ensure compliance with the various standards, specifications and regulations applicable to projects undertaken by the City of Saskatoon.
Duties & Responsibilities
- Plans, directs and participates in technical development and analysis to improve construction and design quality. Evaluates data, prepares reports and provides recommendations.
- Provides technical expertise to the stakeholders in support of quality management to ensure compliance with internal and external requirements.
- Designs, implements and participates in monitoring, continuous improvement and data analysis to support divisional quality performance objectives. Evaluates data, prepares reports and provides recommendations.
- Participates in, monitors and reports on product specification, drawing reviews, and key performance indicators to improve design and construction quality, contractor prequalification and management, and ensure applicable standards are established and met.
- Designs and modifies methodologies for routine construction quality monitoring and for pilot studies of new designs and products.
- Conducts research and testing for establishing process control requirements.
- Assists with developing, implementing and delivering training on policies, procedures and bylaws.
- Assists with the development of methods for monitoring construction quality.
- Assists with reviewing and evaluating quality control objectives and parameters and performs audits and documentation of internal processes for the division.
- Performs other related duties as assigned
Qualifications
- Four-year degree in a science plus four years’ progressively responsible experience in project management or construction including one year directly related experience in Quality Management.
OR - Successful completion of a recognized, two-year post-secondary program in a related technical discipline plus six years' progressively responsible experience in project management or construction including one year directly related experience in Quality Management.
- Certification, or eligible for certification as a Quality Manager (CQM), Quality Engineer (CQE) Certified Internal Auditor or Quality Auditor certification (CQA).
- Considerable knowledge of building codes, CSA and ASTM standards.
- Demonstrated ability to use statistical sampling design and analysis techniques.
- Ability to work in a team environment.
- Ability to communicate effectively, orally and in writing, including the preparation and presentation of reports.
- Demonstrated decision making and analysis skills.
Weekly Hours: Part Time
Salary Range: $71,064.48 to $83,177.52 CAD per annum (2023 rates)
