Job Summary
This position provides leadership, governance, and guidance in driving and executing the Quality, Assurance, and Continuous Improvement programs within various Departments, in close alignment with Corporate Quality Management, Change Management, Quality Assurance, and Continuous Improvement (CI) framework
Duties & Responsibilities
- Supervises assigned staff; assists with hiring, establishes work assignments, assesses staffing needs, identifies and pursues other resources if necessary. Plans and approves staff development. Assists with performance management and, when required, disciplinary action.
- Provides leadership, support and mentorship to internal stakeholders as required.
- Develops and sustains department-wide quality, internal assurance, and continuous improvement policies, strategies, and programs in operational and/or corporate service departments, in close collaboration with Strategy and Transformation, City Clerks, and City leadership team.
- Builds and establishes the quality, assurance, change management, and continuous improvement practice, competency, capability, and culture across the departments.
- Leads, directs, and executes project charters, internal assurance, assessments, and investigations when inquiries, requests, incidents, non-conformance, deficiencies, health, environment, safety concerns are reported and delivers recommendations objectively based on facts, observations, internal reviews, assessments, interviews, leveraging proven continuous improvement tools. such as 5S.
- Prepares written and oral reports in response to inquiries of City Council, Committees of Council, senior administration, and the public as required.
- Navigates through different labour jurisdictions when conducting internal reviews, assessments, investigations, assurance and will have access to confidential information in performing specific tasks.
- Liaises with internal program users, other municipalities, associations, and external stakeholders to ensure that the City’s quality, assurance, and continuous improvement processes and activities align with organizational needs and industry best practices.
- Provides management systems audit, performance assessment and analysis, process risk management and corrective action support and reports as required.
- Develops and administers internal training programs based on identified training needs related to quality, assurance, change management, project management, and continuous improvement.
- Develops and executes continuous improvement projects and leads investigations and corrective actions as required.
- Assists with the preparation of annual division operating and capital budgets and assists with expenditure analysis.
- Develops, sponsors, and manages project charters, business cases, work breakdown structures and schedules to support quality, assurance, continuous improvement program objectives.
- Ensures compliance with legislation, regulations, standards, guidelines, Civic Bylaws, policies, procedures and collective agreements as appropriate.
- Perform other related duties as assigned.
Qualifications
⦁ Degree in quality, engineering, commerce, business or public administration, science or a related discipline.
⦁ Ten years’ of progressively responsible experience in quality, assurance, continuous improvement, or management consulting experience in a municipal environment and/or other related cross-industries, including supervision of staff.
⦁ Knowledge of the principles and methods of continuous improvement, safety, quality, productivity, statistical analysis, operations research and economic decision analysis.
⦁ Familiarity with ISO or related standards would be an asset.
⦁ Ability to influence and lead formally and informally across a multidisciplinary organization.
⦁ Ability to prepare and present complex technical reports.
⦁ Demonstrated ability to establish and maintain effective working relationships with civic officials, staff, representatives of other agencies and the public.
⦁ Demonstrated ability to collect and diagnose data and develop solutions which improve performance.
⦁ Demonstrated ability in managing multiple, concurrent projects and in meeting required deadlines.
⦁ Demonstrated effective interpersonal skills, including the ability to relate with all levels of the organization and external contacts.
⦁ Ability to work with people in initiating and implementing change.
⦁ Ability to manage conflicts in a positive and timely manner.
⦁ Ability to design and deliver presentations and training programs.
Weekly Hours: 40
Salary Range: $102,126.96 to $119,998.80 CAD per annum (2026 rates)
