Job Summary

Under supervision of a Section Manager within the Sustainability Department, this position develops, implements, and supports actions identified in the various Sustainability Department Strategies and Plans, including but not limited to, the Low Emissions Community Plan, Water Conservation Strategy, Integrated Civic Energy Management Plan, Environmental Protection Plan, Pathways for an Integrated Green Network, and Solid Waste Reduction and Diversion Plan. This includes acquiring resources, coordinating the efforts of team members and providing applicable subject matter expertise. The Project Manager (Sustainability) will also define project objectives and oversee quality control through the life cycle of assigned projects.

Duties & Responsibilities

  • Develops project charters to define project scope, goals, and deliverables in collaboration with project sponsor and stakeholders. Communicates project expectations to team members and stakeholders.
  • Plans and prepares project schedules, and tracks and monitors budgets, project milestones, deliverables, issues and risks. Identifies and manages project dependencies and critical path.
  • Estimates resources and skills required to complete project tasks and negotiates resources from within the applicable business division and Sustainability Department including preparation of budget submissions to municipal budget, and identification of external grants.
  • Defines project success criteria and provides to stakeholders throughout the project life cycle including transition of projects to next stages of project funding or operations.
  • Directs long-range studies involving performance measurement and analysis for assigned corporate projects and related issues.
  • Develops and delivers progress reports, proposals, requirements documentation, and presentations to internal stakeholders and other relevant committees regarding projects.
  • Supports the lifecycle of short and long-term projects including developing business cases; initiation, planning, executing, monitoring and controlling and preparing forecasts.
  • Supervises, coaches, mentors, and motivates project team members, and encourages positive action and accountability for their assigned work.
  • Manages consultant contracts by preparing tenders and/or requests for proposals, preparing detailed project definitions, identifying terms of reference and reviewing proposals for consultant selections. Makes recommendations and administers consultant agreements.
  • Consults with public communications and engagement department on public engagement and public communications relating to assigned projects.
  • Ensures a customer service culture by displaying and promoting leadership, accountability and recognition.
  • Addresses complex, sensitive and confidential issues on a regular basis and facilitates collaborative solutions to these issues.
  • Provides subject matter expertise and analysis related to assigned projects.
  • Performs other related duties as required.

Qualifications

  • University degree in environmental science, sustainability, engineering, commerce, business administration, project management or related discipline. Seven to nine years of progressively responsible experience in project management, including all aspects of project initiation, planning, execution and completion. An equivalent combination of education and experience will be considered.
  • Experience working with diverse populations and groups to deliver projects or programs.
  • Possession of a Project management certification such as Project Management Institute (PMI) Project Management Professional (PMP) would be considered an asset.
  • Knowledge of a specific policy, strategy, or program within Sustainability (e.g. greenhouse gas management, climate mitigation/adaptation, green infrastructure, environmental protection, water conservation, triple bottom line, energy management, waste reduction, or others) would be considered an asset.
  • Knowledge of change management, quality management, data management would be considered an asset.
  • Demonstrated ability to work both independently and in a team-oriented environment
  • Demonstrated ability to conform to shifting priorities, demands and timelines
  • Demonstrated ability to make decisions in a prompt, clear and consistent manner.
  • Demonstrated ability to express ideas and concepts effectively, orally and writing, including the ability to prepare and present oral and written reports of a specialized, financial or technical nature.
  • Demonstrated ability to deal courteously and tactfully with consultants, suppliers, the public and other civic employees.
  • Demonstrated ability to establish and maintain effective working relationships with all levels of civic staff, including senior administration and elected officials. 

Weekly Hours: 36.67 

Salary Range: $86,211.84 to $101,175.60 CAD per annum (2023 rates)
