Job Summary
This position performs professional engineering work related to municipal water &sewer and environmental projects, including providing project management and supervising staff.
Duties & Responsibilities
- Develops strategies to manage soil inventory, including options for removal of excess inventory and handling of impacted soils.
- Conducts siting and operating studies and environmental investigations, including preparing reports and making recommendations.
- Manages the planning, design, and construction of soils handling capital projects within the City of Saskatoon. Prepares technical charters and projects plans that follow project management best practices.
- Coordinates with internal civic departments, regulatory agencies, and utility companies on the planning, design, and approval of construction projects.
- Prepares preliminary and detailed cost estimates for budgeting and approvals.
- Coordinates with an internal project team consisting of survey, drafting, and engineering technicians to develop detailed construction drawings, material selections, technical specifications, contracts, and procurement documents.
- Reviews contractor quotes or proposals for compliance with specifications, schedules, and budgets.
- Manages contractors to confirm projects are following the contract standards, specifications, and regulations while also ensuring delivery within the project budget and schedule.
- Ensures constant and effective communication between all project stakeholders including civic staff, contractors, regulators, the public, and municipal politicians as required.
- Performs regular on-site quality and safety audits throughout construction.
- Provides detailed status reports on project finances, schedules, quality assurance, and compliance with Occupational Health and Safety requirements.
- Investigates, evaluates, and recommends new or alternate technology or construction methodologies.
- Assists with internal process improvement initiatives as required.
- Supervises and trains technical support staff. Develops standard operating procedures and works with operations staff to implement them.
- Performs other related duties as assigned.
Qualifications
- Degree in civil, environmental or geotechnical engineering.
- Four to six years’ progressively responsible engineering experience in design and construction in the environmental or geotechnical field.
- Registered as a Professional Engineer by the Association of Professional Engineers and Geoscientists of Saskatchewan.
- Possession of a valid Saskatchewan Class 5 Driver’s Licence.
- Current driver’s abstract from SGI demonstrating a safe driving record.
- A vehicle suitable for use in the performance of duties is required
- Ability to analyze, evaluate, and prepare a wide variety of reports, plans and specifications.
- Ability to lead, manage and participate in all phases of engineering projects.
- Ability to communicate effectively, orally and in writing.
- Ability to establish and maintain effective working relationships with staff, contractors and the public.
- Ability to plan, direct and supervise the work of support staff.
- Skill in the operation of a computer with word-processing and spreadsheet software.
- A background in construction management is considered an asset.
Weekly Hours: 36.67
Salary Range: $86,211.84 to $101,175.60 CAD per annum (2023 rates)
