Job Summary

This position is responsible for the planning, design and construction of complex municipal projects.

Duties & Responsibilities

  • Prepares and reviews detailed designs, material and construction specifications, cost estimates, schedules, contract documents, tenders, bid evaluations, progress and variance reports, project payments and summaries for a variety of municipal engineering projects, primarily related to new civic facilities.
  • Administers all aspects of consulting and construction contracts on behalf of the City and ensures compliance with contractual requirements, local, provincial and federal ordinances and occupational health and safety regulations. Conducts periodic reviews of construction work in progress. Ensures that projects are completed within projected schedules and budgets and provides completion and final construction certificates on behalf of the City.
  • Prepares comprehensive progress and financial status reports.
  • Develops and maintains liaison with other agencies, the general public, contractors and other civic departments and in the course of planning and administering construction projects
  • Prepares and updates technical specifications for the supply of materials and the methods of construction.
  • Investigates, evaluates and recommends acceptance of new or alternate technology.
  • Assists with the development and administration of bylaws and regulations governing the financing, construction and operation of systems.
  • Performs other related duties as assigned.

Qualifications

  • Degree in engineering.
  • Four to six years’ progressively responsible engineering experience.
  • Registered, or eligible for registration, as a Professional Engineer by the Association of Professional Engineers and Geoscientists of Saskatchewan.
  • Possession of a valid Saskatchewan Class 5 Driver’s Licence.
  • Current driver’s abstract from SGI demonstrating a safe driving record.
  • Knowledge of generally accepted project management, accounting, budgeting and financial procedures.
  • Ability to analyze, evaluate and prepare a wide variety of reports, plans and specifications.
  • Ability to lead, manage and participate in all phases of engineering projects.
  • Ability to communicate effectively, orally and in writing.
  • Demonstrated effective interpersonal skills and ability to establish and maintain effective working relationships with civic staff, civic officials, the public, staff and representatives of other agencies.
  • Ability to plan, direct and supervise the work of support staff.

Weekly Hours: 36.67 

Salary Range: $86,211.84 to $101,175.60 CAD per annum (2023 rates)
