Job Summary

This position develops, coordinates and implements initiatives in the area of corporate asset management. These initiatives include developing, implementing and maintaining the City’s asset management policy and strategy within the Parks Department, reporting on asset management activities and asset conditions, and managing the GIS and asset data functions of Parks

Duties & Responsibilities

  • Develops annual programs for preventative maintenance, rehabilitation, and replacement of infrastructure in a timely manner such that the work can be properly coordinated with other corporate projects and with outside agencies such as energy and communication utilities.
  • Develops the long-term funding requirements and treatment strategies to meet or exceed approved service level directives at an optimal life cycle cost.
  • Measures, documents, and reports annually, the current and predicted condition of park and natural assets, based on objective condition assessments.
  • Maintains and leads development of service level documents for the Parks Department.
  • Coordinates the ongoing maintenance and support of the GIS, mapping, inventory, and data management functions for the Parks Department.
  • Coordinates the ongoing maintenance and support of the Fusion Enterprise Asset Management (SAP EAM) program within the Parks Department. Develops and implements data models, processes, reports and analysis tools to suit the evolving needs of the department and ensures ongoing adoption of Fusion.
  • Engages with other municipalities, associations, and contractors to ensure that the City’s preservation strategies include industry best practices.  Facilitates improvements in current procedures and methods for maintenance and rehabilitation while ensuring alignment with corporate Asset Management practices.
  • Leads the development of a comprehensive Asset Preservation Program for all park and natural assets. Including program development and monitoring, reporting, managing resources, measuring progress and performance, and budgeting.
  • Manages assigned staff, hires, assigns work schedules, assesses staffing needs, identifies layoff and recall requirements, and pursues other resources if necessary. Plans and approves staff development. Responsible for performance management and disciplinary action when required. 
  • Researches, procures, and coordinates the use of contract resources to assist in park and natural infrastructure asset preservation activities where required.
  • Supports and promotes the health and safety of employees and the public in accordance with the Saskatchewan Employment Act, Saskatchewan Health Regulations and Standards, Occupational Health & Safety Regulations and the City of Saskatoon’s administrative Occupational Health & Safety policies and departmental procedures. Maintains and monitors programs which affect public health and safety.
  • Performs other related duties as assigned.

Qualifications

  • Degree in asset management, engineering, commerce, business or public administration, or a related discipline. 
  • Seven to nine years’ of progressively responsible experience in asset management in a municipal environment.
  • Certification or eligibility for certification, as Certified Asset Management Professional.
  • Experience working with ISO Asset Management standards would be an asset. 
  • Ability to design and deliver presentations and training programs. 
  • Considerable knowledge of principles of asset management.
  • Knowledge of the operation, maintenance, and rehabilitation of parks and natural infrastructure would be considered an asset.
  • Experience in the development, review and compliance of service levels and service level agreements.
  • Thorough knowledge of the principles and methods of advanced statistical analysis, operations research and economic decision analysis.
  • Ability to lead in a multidisciplinary environment.
  • Ability to prepare and present complex technical reports.
  • Ability to establish and maintain effective working relationships with civic officials, staff, representatives of other agencies and the public.
  • Skill in the use of a computer with pertinent software, including proprietary asset management software, e.g. ArcGIS, Geocortex, SAP, Word, Excel, PowerPoint.

Weekly Hours: 36.67 

Salary Range: $86,211.84 to $101,175.60 CAD per annum (2023 rates)
