Job Summary
Under the supervision of the Policy Manager, this position administers a variety of parking related programs and assists with the development of City policies and bylaws to support the Community Standards Department.
Duties & Responsibilities
- Respond to inquiries from residents related to City parking programs and analyse and investigate complaints for opportunities to implement appropriate solutions.
- Administers and recommends improvements to City parking programs, including the Residential Parking Program, Accessible Parking Program, and Special Events Programs.
- Administer the staff parking program, including arranging maintenance of the relevant parking lots.
- Maintain permit databases and processes applications for a variety of parking permits.
- Conduct studies and investigations related to parking congestion in different areas of the city. Analyze study results and prepares recommendations to effectively manage congestion.
- Analyze data to identify trends, strengths, and weaknesses in current policies.
- Engage the public and external agencies through a variety of methods in the development of policy and bylaws.
- Contribute to change management activities for new and revised policies including education and training.
- Conduct best practice research in the development of internal and external policies and bylaws.
- Prepare reports to City committees as needed.
- Perform other related duties as required.
Qualifications
Education, Training and Experience Requirements
- Degree in urban planning, public policy, or a directly related field.
- Possession of, or eligibility for, membership in the Canadian Institute of Planners (CIP) and Saskatchewan Professional Planners Institute (SPPI).
- Six months’ related professional planning experience or progressive experience in research, policy analysis or related experience.
- Possession of a valid Class 5 Saskatchewan Driver’s Licence.
- Current driver’s abstract from SGI demonstrating a safe driving record.
- A vehicle suitable for use in the performance of duties is required.
Knowledge, Abilities and Skills
- Knowledge of the principles of land use planning and its impact on transportation and traffic management techniques.
- Knowledge of public sector decision making, including policy tools used by the city.
- Ability to manage competing demands and meet required deadlines.
- Strong attention to detail and ability to confirm data accuracy.
- Proficiency in synthesizing and communicating complex concepts and information from a variety of sources.
- Ability to establish and maintain effective working relationships with fellow staff, clients and the public.
- Ability to communicate effectively, orally and in writing, including public presentations.
- Ability to read and interpret maps, plans and related data.
- Ability to work with minimal supervision.
Additional Requirements
Evening work is involved.
Weekly Hours: 36.67
Salary Range: $67,894.08 to $74,853.60 CAD per annum (2025 rates)
