Job Summary

This position is responsible and accountable for managing the staff, materials and equipment required to preserve and operate roadway infrastructure. 

Duties & Responsibilities

  • Plans, schedules, supervises, and evaluates work of a team of multiple field crews assigned to the preservation and operation of the City’s Road, lane, and sidewalk systems. Acts in the managerial on-call rotation.
  • Manages assigned staff, assigns work schedules, assesses staffing needs, identifies the need for and pursues other resources if necessary. Conducts regular and ongoing performance management, completes and coordinates annual performance reviews for assigned staff, and assists with disciplinary actions, as required.
  • Ensures that work performed meets documented level of service requirements, modern construction standards, operational procedures, and occupational health and safety procedures.
  • Assists with the review of equipment usage, makes recommendations regarding equipment requirements, disposal, and replacement.
  • Demonstrates leadership and models corporate values when fulfilling duties and holds work teams accountable for the same.
  • Assists with incorporating effective change management practices and identifies opportunities to enhance workplace culture and operating efficiency.
  • Assists with the development and implementation of operational policies, quality assurance and quality control practices.
  • Acts as a Section liaison with various internal and external groups.
  • Assists with the preparation of the yearly operating budgets and ensures programs are delivered within budget. Prepares regular status reports.
  • Identifies and implements continuous improvement initiatives that result in improved service, higher quality and better value for Saskatoon’s residents.
  • Identifies training requirements and assists with the training, coaching and development of assigned staff.
  • Prepares written reports concerning policy, procedure, staffing, equipment and materials used in roadway construction and operations.
  • Performs other related duties as assigned.

Qualifications

  • Graduation from a recognized two-year, post-secondary program in a related discipline. Degree in Engineering, Construction Management or related discipline is considered an asset.
  • Four to six years of progressively responsible supervisory work in a municipal, operations or construction environment.
  • Possession of a valid Saskatchewan Class 5 Driver’s License and a current driver’s abstract from SGI demonstrating a safe driving record.
  • Considerable knowledge of the corporate safety policy, collective agreement, provincial Occupational Health and Safety regulations, applicable bylaws, standards and specifications, regulations and annual budget process pertaining to the work.
  • Considerable knowledge of materials, methods, techniques, and equipment used in roadway maintenance, rehabilitation and operation programs. Demonstrated ability to coordinate logistics in a construction and maintenance environment.
  • Considerable knowledge of asset management principles and maintenance management systems.
  • Ability to establish and maintain effective working relationships with the public, contractors and civic employees in accordance with the City of Saskatoon’s Employee Code of Conduct, Corporate Policies, and Corporate Values.
  • Ability to identify, analyse and resolve operational problems creatively with minimal supervision.
  • Ability to work collaboratively in a team environment.
  • Ability to embrace department, division and corporate change initiatives and lead their implementation within Roadways.
  • Ability to develop, implement and manage policy and procedural changes within a large work group.
  • Ability to communicate effectively orally and in writing.
  • Knowledge and experience with ERP systems and Microsoft 365 apps. 

Weekly Hours: 36.67 

Salary Range: $86,211.84 to $101,175.60 CAD per annum (2023 rates)
