Job Summary
This position is responsible and accountable for managing the external contractors and staff; and materials and equipment required to expand, preserve, and operate water, sewer, and stormwater monitoring infrastructure.
Duties & Responsibilities
- Plans, schedules, supervises, and evaluates the work done by external contractors and civic staff related to the expansion, preservation, and operation of the City’s water, wastewater and stormwater monitoring systems.
- Ensures that work performed meets documented level of service standards, operational procedures, applicable permits to operate (e.g. Permit to Operate a Waterworks and Permit to Operate a Sewage Works), and occupational health and safety procedures.
- Supervises assigned staff. Assists with hiring, establishes work assignments, assesses staffing needs, and identifies and pursues other resources if necessary. Plans and approves staff development. Assists with performance management and, when required, disciplinary action.
- Assists with the development of operational policies and is responsible for the implementation of these policies.
- Acts as a section liaison with various internal and external groups.
- Reviews and analyzes the collected data, including QA/QC, equipment, maintenance, operation and rehabilitation activities and procedures, and recommends improvements if required.
- Assists with the preparation of the yearly operating budgets to meet approved levels of service and ensures that programs are delivered within budget. Prepares regular status reports.
- Identifies training requirements and assists with the training, coaching, and development of section employees.
- Prepares technical reports, including policy, procedure, staffing, and equipment and materials used in water, wastewater, and stormwater monitoring expansion, preservation and operations. Assists with development review, and ensuring compliance with City’s policies, procedures, and standards.
- Supports and promotes the health and safety of employees in accordance with the Saskatchewan Employment Act, Saskatchewan Health Regulations and Standards, Occupational Health & Safety Regulations and the City of Saskatoon’s administrative Occupational Health & Safety policies and departmental procedures.
- Performs other related duties as assigned.
Qualifications
- Graduation from a two-year, post-secondary program in a related discipline.
- Four to six years’ progressively responsible supervisory work in a municipal environment.
- Experience in Water, Wastewater, and Stormwater monitoring would be considered an asset.
- Possession of valid Saskatchewan Class 5 Driver’s Licence.
- Current driver’s abstract from SGI demonstrating a safe driving record.
- Considerable knowledge of the Corporate safety policy, collective agreement, letters of understanding, Provincial Occupational Health and Safety regulations, applicable bylaws, standards and specifications, regulations and annual budget process pertaining to the work.
- Considerable knowledge of materials, methods, techniques, and equipment used in water, sewer and stormwater monitoring maintenance, rehabilitation, and operation programs.
- Ability to establish and maintain effective working relationships with the public, contractors and civic employees.
- Ability to identify, analyze, and resolve operational problems creatively with minimal supervision.
- Ability to implement policy and procedural changes within a large work group.
- Ability to communicate effectively, orally and in writing.
- Ability to work with various administrative software packages (e.g. word-processing, spreadsheets and databases) and custom software packages such as maintenance management software.
Additional Requirements
Weekly Hours: 36.67
Salary Range: $86,211.84 to $101,175.60 CAD per annum (2023 rates)
