Saskatoon Light & Power is looking for an Operations Manager.
The Work You Will Be Involved In:
This position manages technical staff involved in the construction, maintenance and operation of the Utility’s electrical system including generation, transmission, substation, distribution and street lighting facilities, and staff involved with the operation of the Utility’s Stores, buildings and grounds.
- Manages assigned staff, hires, assigns work schedules, assesses staffing needs, identifies and pursues other resources if necessary. Plans and approves staff development. Responsible for performance management and disciplinary action when required.
- Supports and promotes a safe and positive workplace culture through a variety of initiatives and activities.
- Supports and promotes the health and safety of employees in accordance with the Saskatchewan Employment Act, the Occupational Health and Safety Act, the Occupational Health & Safety Regulations and all corporate and departmental policies and procedures.
- Plans and directs safety, leadership and technical training for staff, including apprenticeship training for the lineman and electrician trades. Acts as chairperson of the Joint Apprenticeship Committee.
- Acts as liaison between the design and technical staff and the construction and maintenance staff.
- Assists with the development and continuous improvement of the Utility’s Asset Management plan.
- Assists with the preparation of the annual five-year capital budget plan for the Utility.
- Assists with the preparation of the operating budget and operating variance projections.
- Prepares written and oral reports in response to inquiries from City Council, Committees of Council, Senior Administration and the public.
- Ensures appropriate vehicles, equipment and tools are budgeted and available to complete the projects.
- Develops and directs the emergency standby duty schedule for appropriate management staff.
- Acts as liaison with SaskPower regarding utility interconnection issues and standard operating practices.
- Organizes and manages the Utility’s Tactical Operations Centre and organizes and participates in drills.
- Assists in the continuous improvement of business processes.
- Acts as the Director, Saskatoon Light & Power, as required.
- Performs other related duties as assigned.

- Operational Leadership & Workforce Management: Leads multidisciplinary technical, trades, and operational teams responsible for the construction, maintenance, and operation of electrical utility infrastructure. Manages staffing levels, recruitment, scheduling, performance management, and disciplinary processes. Builds a safe, positive, and high-performing workplace culture by fostering accountability, clear communication, and ongoing staff development across engineering, operations, and utility support functions.
- Electrical Utility Operations & Technical Expertise: Demonstrates comprehensive knowledge of electrical generation, transmission, distribution, substation, street lighting, and utility support systems. Applies established engineering and construction principles, utility standards, material specifications, and modern maintenance practices to guide decision-making. Serves as a technical liaison between design, engineering, and field operations to ensure efficient project delivery, system reliability, and safe work execution.

Emergency Coordination & Incident Leadership: Leads the planning, organization, and operation of the Utility’s Tactical Operations Centre. Coordinates drills, incident simulations, and recovery activities to strengthen the organization’s ability to respond to outages, severe weather, and system disturbances.
- Cross-Functional Collaboration & Stakeholder Engagement: Builds strong working relationships with internal departments, civic officials, external agencies, and the public. Communicates technical information clearly through written and oral reports for Council, committees, senior leadership, and community stakeholders. Acts as a liaison with SaskPower on interconnection issues, operational coordination, and standard practices, ensuring alignment between utility systems and regional grid operations.
- Innovation, Training & Continuous Improvement: Champions continuous improvement in operational practices, business processes, and staff competency. Plans and directs safety, technical, leadership, and apprenticeship training programs to develop skilled linemen, electricians, technologists, and supervisory staff. Encourages adoption of modern utility management practices, improved work methods, and process efficiencies that enhance reliability, productivity, and workforce capability.
What We Are Looking For:
- Degree in electrical engineering or related engineering field, and registered, or eligible for registration, as a Professional Engineer in the Association of Professional Engineers and Geoscientists of Saskatchewan

Possession of one of the following:

Saskatchewan Journeyperson Electrician Certificate;

Saskatchewan Journeyperson Powerline Technician Certificate, or
-
Graduation from a two-year post-secondary electrical engineering technology program and eligible for certification as a Professional Technologist (P.Tech.) with Technology Professionals Saskatchewan.

- Seven to nine years’ experience in various aspects of electric utility operations with considerable supervisory responsibility. A minimum of nine years’ experience is required for Electrical Engineering Technologists.
- Possession of a valid Class 5 Saskatchewan Driver’s Licence.
- Current driver’s abstract from SGI demonstrating a safe driving record.
- Considerable knowledge of electrical utility engineering methods, techniques, materials used in the construction and maintenance of generation, transmission, distribution, substation, network and street lighting facilities.
- Knowledge of project management.
- Demonstrated ability to communicate effectively, orally and in writing, including the preparation and presentation of technical reports.
- Demonstrated ability to plan, direct, coordinate, monitor, motivate and evaluate the work of professional, technical, trades and non-trades staff.
- Demonstrated ability to establish and maintain effective working relationships with civic staff, civic officials, representatives of other agencies and the public.
