Job Summary

Under supervision of the Operations Superintendent, Planning & Scheduling, this position plans and coordinates all aspects of the Maintenance plans and programs to applicable groups and performs related duties. 

Duties & Responsibilities

  • Supervises, trains, directs, and evaluates staff engaged in planning, coordinating and scheduling maintenance operations for programs and activities daily 
  • Plans, coordinates and schedules maintenance operations, programs, and activities in compliance with City’s guidelines and specifications, service levels, statutory/regulatory requirements, and best practices. This involves planning, coordinating, developing job plans, progress, and completion reports; Issues deficiency lists, drafts completion and final certificates, and compiles detailed summaries of expenditures.
  • Creates work orders to plan, prioritize, schedule, execute and complete all costs related to salaries, labour, stores issues, purchase orders, requisitions, interdepartmental charges, etc.
  • Compiles, tracks, records, and analyzes cost, condition, performance data, efficiency and effectiveness of maintenance operations and programs ensuring proper file management of documents.
  • Identifies design, construction, operation, and maintenance problems and recommends appropriate solutions.
  • Assists with the development of maintenance policies, procedures and applicable work instruction, guides, and standard operating procedures.
  • Ensures that all work complies with all Occupational Health and Safety requirements prescribed by the City and Saskatchewan Labour.  Inspects work sites for compliance with these requirements and issues verbal and written reports of such inspections.
  • Researches and compiles statistical and other information to prepare reports and recommendations related to assigned programs and projects.
  • Communicates effectively with field staff, management, co-workers, contractors, and other civic departments to plan, schedule and coordinate work.
  • Performs other related duties as assigned.

Qualifications

Education, Experience and Training Requirements: 

  • Graduation from a two-years post-secondary program in civil, mechanical, drafting or related technology program and five years experience in a related field with demonstrated experience in maintenance planning, scheduling and coordinating on municipal infrastructure or similar, and three years of experience in a Supervisory Capacity.
    OR
    Journeyman trade certification from a program in a related field and five years experience in a related field with demonstrated experience in maintenance planning, scheduling and coordinating on municipal infrastructure or similar, and three years of experience in a Supervisory Capacity.
    OR
    Grade 12 education with seven years of experience in field with demonstrated experience in planning, scheduling and coordinating on municipal infrastructure or similar. Certification in Maintenance Work Management, and three years of experience in a Supervisory Capacity. 
  • According to the definition for planning, scheduling and coordinating experience: 
    • Planning – ensuring task requirements including work details, skills, materials, and equipment are established and managed prior to scheduling work.
    • Scheduling – selecting dates and times to complete work based on capacities, priorities, equipment, and staff availability.
    • Coordinating – coordinating the activities of staff and equipment toward completing a task, including dispatching or overseeing day to day work operations.
  • Developed work instructions related to maintenance and operations programs, systems, processes for  Municipal infrastructure service levels based on past work experience.
  • Performed data analysis, identify underlying issues/problems and recommend required changes based on past work experience. 
  • Successful completion of Level 2 Wastewater Collection Operator Certification examination from the Saskatchewan Operator Certification Board. Must be obtained within 12 months of original hire.
  • Successful completion of Level 2 Water Distribution Operator Certification examination from the Saskatchewan Operator Certification Board. Must be obtained within 12 months of original hire.
  • Possession of a valid Saskatchewan Class 5 driver’s License
  • Current driver’s abstract from SGI demonstrating a safe driving record.
  • Proficiency in the use of a computer using the Microsoft Office suite.
  • Proficiency in Enterprise Resources Planning Tool (SAP) and geo-spatial applications (Geocortex,GIS).
     

Knowledge, Abilities and Skills: 

  • Ability to plan, schedule, assign, and supervise the work of staff.
  • Ability to communicate effectively, orally through radio and telecommunications, and in writing by developing clear and concise work plans.
  • Ability to develop maintenance and operations programs, systems, processes, and service levels for Municipal infrastructure.
  • Ability to analyze data, identify underlying issues/problems and recommend required changes.
  • Knowledge of the technical and engineering principles and practices related to municipal operations and maintenance.
  • Ability to produce, read and interpret engineering plans, maps, and specifications.
  • Knowledge of advances concepts of maintenance planning, scheduling, and coordination.
  • Knowledge of materials, equipment, and supplies used in various maintenance operations.
  • Ability to compile and organize data in a comprehensive manner and perform duties in an organized and efficient manner.
  • Ability to establish and maintain effective working relationships with the public, contractors, and civic employees.
  • Physical ability to perform the assigned duties.
     

 

Weekly Hours: 40 

Salary Range: $36.59 to $38.15 CAD per hour (2023 rates)
