This position is a CUPE 59 position and will be filled in accordance with the Collective Bargaining Agreement. Should it not be filled in accordance with the Collective Bargaining Agreement, external candidates will be considered.

Job Summary

Under the supervision of the Information Technology Coordinator, this position performs a variety of administrative, analytical, and support duties related to corporate data-only connectivity services.

Duties & Responsibilities

  • Supports the onboarding and offboarding of employees to the data-only device program.
  • Communicates with the telecom vendors for the purchase, change and cancellation of data and landline services.
  • Identifies and recommends optimal data plans for the users and regularly monitors and evaluates effectiveness of those plans.
  • Assists with the enrolment of data-only devices in Mobile Device Management (MDM) and verifies the MDM is successfully implemented on all tablets.
  • Provides reporting and analysis on data usage trends, costs, savings, and optimization opportunities to support informed decision-making.
  • Manages data-only plan with the City to ensure only eligible employees are taking advantage of the plan.
  • Monitors, tracks and verifies invoices to ensure they are accurate and that expenditures are within approved budgets.
  • Provides operational management of contracts to identify exceptions such as usage overages, extra charges (including out‑of‑country usage), and suspensions of lines that have been inactive for extended periods.
  • Evaluates current processes and identifies opportunities for efficiency and improvement.
  • Works with the telecom vendor to ensure that devices procured are supported by our MDM technology.
  • Provides advice and guidance to users to maximize use of data plans and services.
  • Provides first-level user support for installations, troubleshooting, onboarding training, Wi-Fi connectivity, corporate applications and data wiping when required.
  • Manages the inventory of data-only devices and accessories.
  • Ensures adherence to Corporate and Department policies, procedures, standards and relevant legislation.
  • Performs other related duties as assigned.

Qualifications

  • Grade 12 education
  • Graduation from a recognized business college.
  • Four years’ related experience in Mobile and Data services administration, telecommunications, device management, or a related field.
  • Considerable knowledge of modern office practices and procedures.
  • Demonstrated ability to deal courteously, tactfully and effectively with customers.
  • Ability to establish and maintain effective working relationships.
  • Ability to work with minimal supervision.
  • Ability to communicate effectively, orally and in writing.
  • Skill in the operations of a computer with word-processing, spreadsheet and database software.
  • Highly proficient in use of all types of mobile devices.
  • Ability to learn and adapt to new technologies.

Weekly Hours: 36.67 

Salary Range: $61,280.40 to $67,561.44 CAD per annum (2026 rates)
