Core Function

This position develops, implements, and evaluates marketing strategies that support City of Saskatoon strategic goals and objectives. 

Duties & Responsibilities

  1. Develops and implements short and long-term marketing strategies and action plans for civic departments and divisions. 
  2. Provides a disciplined analysis of the needs, wants, perceptions, and preferences of target markets as the basis for designing effective promotions, pricing, and communications plans.
  3. Effectively communicate with internal stakeholders to understand their role in achieving marketing objectives.
  4. Participates in the research and development of revenue and pricing strategies for relevant civic programs and services.
  5. Evaluates revenue and/or participation results to assess achievements against established marketing targets and goals and use these analyses for corrective action and future planning.
  6. Assists in the development of visual identity strategies, including program identifiers, copyrighting, design and production for media advertising and publication.
  7. Analyzes emerging marketing trends and recommends appropriate strategies for their use. 
  8. Prepares project marketing budgets and monitors ongoing expenditures.
  9. Coordinates with Communications and Public Engagement Department staff to ensure consistency with corporate marketing and communications policies.
  10. Performs other related duties as assigned.


  • Degree in commerce or business administration (marketing major preferred).
  • Four to six years’ of progressively responsible experience in marketing administration.
  • Demonstrated knowledge and understanding of the principles, practices and techniques of marketing, media advertising, promotion and publicity and the graphics industry.
  • Knowledge and understanding of corporate sponsorship and fund-raising principles and techniques.
  • Knowledge of strategic planning and organizational development.
  • Demonstrated ability in expressing ideas and concepts effectively to a variety of audiences.
  • Demonstrated ability to direct and support assigned staff in achieving identified results.
  • Ability to develop and present budgets and to control available resources to achieve expected results.
  • Ability to develop and maintain effective working relationships with the public, external agencies and co-workers.
  • Demonstrated skill in the operation of a computer with MS Office suite.
  • Demonstrated leadership skills including strategic planning, budgeting, management reporting, managing change and organizational development.

Weekly Hours: 36.67 - Must be available to be on-call. 

Salary Range: $80,150.88 to $93,935.04 CAD per annum (2022 rates)
