Job Summary
This position manages an assigned section within the Recreation and Community Development Division and is responsible for providing leadership in the delivery of programs, services, and recreation facilities, coordinating operating and capital budgets, managing partner relations, leading change that optimizes results, and representing the Division in negotiations with other civic departments and external agencies.
Duties & Responsibilities
- Manages the activities of the assigned Section and ensures its alignment with the corporate goals, guiding principles, and management commitments.
- Manages assigned staff; hires, assigns work schedules, assesses staffing needs, identifies and pursues other resources if necessary and performs layoff and recall. Plans and approves staff development. Conducts performance management and, when required, disciplinary action.
- Provides and/or coordinates professional advice to all supervisors in performing their responsibilities, including business and strategic planning, program priority setting, customer relations, maximize use of recreation facilities, and the delivery of programs and services in response to market demand.
- Develops and administers policies, procedures, standards and specifications for the various programs and services within the assigned section.
- Ensures the recreation and social development interests of the community and the department are represented and negotiated with other civic departments and external agencies.
- Ensures the recreation infrastructure required to support program delivery roles is planned and developed in consultation with stakeholders and is managed in accordance with user needs.
- Ensures customer services processes are responsive, adaptive, and accessible, allowing the customer easy access to booking, registration, and information for programs and facilities.
- Prepares written and oral business accountability reports as well as reports in response to enquiries from the Director, City council, Committees of Council, senior administration and the public.
- Prepares and administers the annual capital and operating budgets for the Section.
- Identifies volunteer and user group support and development requirements and directs the implementation of action plans to address these requirements within available resources.
- Implements appropriate safety standards and promotes a safe work environment.
- Assists in the development and implementation of long-term financial strategies and annual business plans for the Section, including identifying priorities, milestones, performance targets and business outcomes.
- Acts as the Director of Recreation and Community Development, as required.
- Performs other related duties as assigned.
Qualifications
- Degree in recreation administration, social science, commerce, or related field.
- 7 to 9 years’ progressively responsible experience in recreation and community development, including five years in a senior supervisory position.
- Thorough knowledge of the philosophy and objectives of recreation and community development principles and processes.
- Knowledge of generally accepted accounting, budgeting and financial procedures.
- Demonstrated ability to negotiate win-win agreements through problem-solving, consensus, stakeholder involvement and discussion.
- Demonstrated ability to communicate effectively orally and in writing, including the ability to prepare and present complex technical reports.
- Demonstrated leadership skills including strategic planning, budgeting, management reporting, change management, organizational development and performance management.
- Demonstrated ability to plan, direct, coordinate, monitor and evaluate the work of assigned staff.
- Demonstrated effective interpersonal skills to establish and maintain effective working relationships with civic staff, civic officials, representatives of other agencies and the public.
Weekly Hours: 40
Salary Range: $123,869.52 to $145,546.56 CAD per annum (2025 rates)
