The City Clerk's Office is looking for a Manager - Data, Access & Privacy.
The Work You Will Be Involved In:
Under direction of the Deputy City Clerk, Director of Information Governance, this position is responsible for administering the Data Governance, Access to Information, and Protection of Privacy Programs.
- Manages the Access to Information, Protection of Privacy, and Data Governance Programs.
- Manages assigned staff, hires, assigns work schedules, plans for future workforce needs and assists in the preparation of business planning and annual budgets. Plans, organizes, directs, monitors, and evaluates the work of staff and disciplinary action when required.
- Provides oversight of staff administering and responding to Access to Information and Government Disclosure Requests, while directly managing complex and sensitive files.
- Provides leadership, direction, advice, and support access to information matters, including review and identification of records responsive to an access to information request for appropriate release in accordance with The Local Authority Freedom of Information and Protection of Privacy Act and consultation with departments as required.
- Provides oversight of staff administering the Privacy Impact Assessment Process, supports departments in identifying personal and other sensitive information and mitigation mechanisms to mitigate privacy risks, and directly manages complex or sensitive assessments.
- Provides oversight of staff responsible for administering enterprise-wide data governance processes and practices to ensure data quality, integrity, and effective data management. This role oversees the internal release and disclosure of corporate and internal data, works in partnership with open data initiatives, and directly manages complex or high‑risk requests.
- Develops, coordinates, and implements policies, standards, procedures, guidelines, and electronic systems to provide effective delivery of the Data Governance, Access to Information, and Protection of Privacy Programs in compliance with The Local Authority Freedom of Information and Protection of Privacy Act (LAFAOIP), the Health Information Protection Act (HIPPA), and Cities Act.
- Researches and analyzes case law and Information and Privacy Commissioner Investigation Reports that may impact decisions on access to information and disclosure requests.
- Responds to third party review requests, working with departments for input on release of relevant records, and formulates an appropriate response.
- Provides leadership, direction, advice, and support to departments regarding data protection, privacy matters, privacy breach response and reporting requirements, internal access to corporate data requests, and addresses employee and public concerns regarding the protection of personal information.
- Establishes and monitors performance measurement criteria for the Access to Information, Protection of Privacy and Data Governance programs.
- Develops and provides training and education on data literacy, data protection, access to information and protection of privacy in accordance with best practices and legislation including LAFOIP and HIPPA.
- Develops corporate standards based on best practices for the collection, use, disclosure, and protection of personal information.
- Liaises with the Office of the Saskatchewan Information and Privacy Commissioner as required in reviews from that office.
- Performs related duties as required.

- Information Governance and Privacy Leadership: Provides strategic leadership for the City’s Access to Information, Protection of Privacy, and Data Governance programs. Ensures governance frameworks support transparency, responsible data stewardship, and compliance with legislative and regulatory requirements while advancing the organization’s information governance maturity.
- Legislative and Regulatory Expertise: Applies advanced knowledge of legislation including The Local Authority Freedom of Information and Protection of Privacy Act (LAFOIP), The Health Information Protection Act (HIPPA), and The Cities Act. Interprets complex statutory requirements, case law, and regulatory decisions to guide disclosure decisions, privacy practices, and organizational compliance.
- Access to Information and Disclosure Management: Oversees the administration of access to information and government disclosure requests, ensuring accurate identification, review, and release of responsive records in accordance with legislation and established policies. Manages complex and sensitive requests, balancing transparency with the protection of confidential and personal information.
- Privacy Risk Management and Compliance: Leads enterprise-wide privacy management practices, including oversight of Privacy Impact Assessments, privacy breach response, and risk mitigation strategies. Provides expert guidance to departments to ensure personal information is collected, used, disclosed, and protected in accordance with legislative requirements and best practices.
- Data Governance and Stewardship: Provides oversight of enterprise data governance frameworks to ensure data quality, integrity, accessibility, and appropriate use across the organization. Promotes sound data lifecycle management practices and supports initiatives related to data sharing, internal disclosure, and open data.
- Policy Development and Program Administration: Develops, implements, and continuously improves policies, standards, procedures, and governance frameworks that support effective delivery of access to information, privacy, and data governance programs. Ensures policies align with legislative requirements, organizational priorities, and evolving best practices.
- Research, Analysis, and Decision-Making: Conducts research and analysis of legislation, case law, and regulatory investigations to inform organizational practices and disclosure decisions. Demonstrates sound judgment in complex situations, providing well-reasoned recommendations that balance legal obligations, organizational risk, and public interest.
- Stakeholder Advisory and Relationship Management: Serves as a trusted advisor to departments and leadership on access to information, privacy protection, and data governance matters. Builds collaborative relationships with internal stakeholders and external bodies, including the Office of the Information and Privacy Commissioner, to support effective program delivery and regulatory compliance.
- People Leadership and Operational Management: Leads and develops professional staff responsible for administering access, privacy, and data governance programs. Provides clear direction, performance management, and workforce planning to ensure efficient service delivery and a high-performing, accountable team.
- Education, Training, and Data Literacy Promotion: Develops and delivers organizational training and guidance on data governance, access to information, and privacy protection. Promotes data literacy and responsible information management practices to strengthen compliance and informed decision-making across the organization.
What We Are Looking For:
- Degree in Public or Business Administration, Information Management, or Law, with a minimum of five (5) years diversified experience in a municipal government or a related degree with a minimum of ten years diversified experience in a municipal government or other public sector environment in the information access and privacy fields.
- Must either have certification through the Canadian Institute of Access and Privacy Professionals and/or the Privacy and Access Council of Canada or possess the Information Access and Protection of Privacy Certificate.
- Data-related certifications, including DAMA‑DMBOK–based certification (e.g., CDMP), or comparable credentials in data governance, data management, or information governance, are considered a strong asset
- Demonstrated experience interpreting and applying access to information, privacy, and related legislation, regulations, and case law in a complex organizational environment.
