Job Summary
Duties & Responsibilities
- Plans, coordinates, and monitors all portfolio management activities. Analyzes financial and investment information collected indicating price and yield movements, economic climate, future trends and other investment information.
- Forecasts and monitors cash levels, determining available amounts for investment or borrowing requirements. Establishes and maintains communication with other civic departments and outside agencies concerning cash flows and cash forecasting.
- Coordinates the City’s external borrowing program relating to the financing of civic capital projects and is the primary contact for the City’s fiscal agents.
- Manages the administration of corporate external debt outstanding with respect to debt servicing, accounting activities, and annual budgeting requirements.
- Prepares and distributes reports for the Investment Committee relating to investment management activities and compliance with civic investment policy.
- Acts as Secretary to the Investment Committee and recommends policy changes with respect to civic investment practices and develops associated administrative procedures.
- Oversees and monitors the investment accounting function relating to investment/income transactions, non-investment transactions, and various reconciliation activities; including year-end requirements.
- Budgets and controls specific corporate revenues relating to investment and debt.
- Prepares and manages the budget for sections under management.
- Monitors, forecasts and reports to City Council as required the status of Capital Projects that require external and internal borrowing.
- Assists to develop and implement strategic long term funding plans for major capital projects.
- Assists with federal and provincial grant funding programs, including application process, contract administration, negotiations and audit requirements.
- Performs other related duties as assigned.
Qualifications
Education, Training and Experience Requirements
- Degree in Commerce or Business Administration.
- Possession of a Chartered Financial Analyst designation.
- Seven to nine years of progressive experience in investment management, debt and cash management.
Knowledge, Abilities and Skills
- Thorough knowledge of capital markets, investment management and financial analysis.
- Thorough knowledge of accounting principles and practices, and computer systems as they relate to the investment\debt management function.
- Thorough knowledge of federal and provincial securities and investments legislation with emphasis on applicability to local government.
- Knowledge of current banking practices and related bank products and their impact on civic government operations.
- Demonstrated ability to communicate effectively, orally and in writing.
- Demonstrated ability to establish and maintain effective working relationships with all levels of civic staff and external contacts in the financial community.
Weekly Hours: 36.67
Salary Range: $95,473.92 to $112,058.88 CAD per annum (2023 rates)
