Job Summary
The Instructional Designer leads the design, development, and evaluation of innovative, data-driven learning solutions that build organizational capability and support corporate goals. Acting as a trusted advisor, this role partners with internal and external stakeholders to create engaging, accessible programs that strengthen workforce skills, enhance leadership, and improve overall organizational effectiveness. The Sr. Instructional Designer applies adult learning principles, instructional design methodologies, and digital learning technologies to drive employee performance and business outcomes.
Duties & Responsibilities
- Create, develop, design, implement, recommend and evaluate organizational learning solutions, including leadership development programs, workshops, blended learning, and digital resources, to enhance organizational effectiveness.
- Conducts learning needs assessments to identify performance gaps, learning requirements, emerging priorities and workforce development opportunities.
- Collaborates with subject matter experts on various topics to translate complex technical, regulatory, or organizational content into accessible, engaging learning that aligns with adult learning principles and organizational culture and values.
- Build and sustain strong partnerships for collaboration with internal and external stakeholders to ensure programs are relevant, scalable, future-focused and aligned with corporate priorities.
- Leads the development and implementation of end to end learning projects, including timelines, resources and stakeholder engagement.
- Partner with HR leadership and business units to align learning programs with organizational strategies, succession planning, and talent development initiatives and broader organization development strategies.
- Facilitates impactful in-person, blended and virtual learning sessions, adapting approaches to meet the needs of employees from frontline to senior leadership.
- Establishes and applies metrics, analytics, and evaluation frameworks for measuring the effectiveness of organizational learning solutions and programs and demonstrate impact on organizational goals.
- Prepare and present comprehensive reports, dashboards, and recommendations to leadership on learning trends and outcomes.
- Provide consultation and coaching to leaders and supervisors to embed learning into everyday practices, fostering a culture of continuous improvement and performance excellence.
- Research, evaluate and integrate emerging trends, technologies, and best practices in instructional design, adult education, and organizational learning.
- Contribute expertise to corporate-wide OD and HR initiatives, ensuring alignment of learning with organizational change and workforce strategies.
- Develop, for approval, annual budgets for corporate learning and development programs and initiatives.
- Performs other related duties as assigned.
Qualifications
- Bachelor’s degree in Education, or a related field. Master of Educational Technology and Design preferred.
- Preference for candidates with education or professional certifications in instructional design, adult education e-learning development or Certified Training and Development Professional.
- Professional certifications in leadership training, coaching, team effectiveness, behavioural assessments (e.g., ICF, Situational Leadership, DiSC, Insights, etc.) are considered assets.
- Four to six years of directly related experience. Experience in a municipal or public sector environment is an asset.
- An equivalent combination of education, certifications, and experience may be considered.
- Demonstrated knowledge of adult learning theory, instructional design methodologies, and organizational learning strategies.
- Demonstrated experience developing e-learning and blended learning solutions using tools such as Articulate 360, Captivate, or Camtasia.
- Demonstrated experience working with computer programs and systems (SharePoint, Microsoft Office Suite, etc.)
- Proficiency with learning management systems (LMS), e-learning platforms, and virtual collaboration tools (e.g., Success Factors, MS Teams).
- Demonstrated experience in conducting learning needs analyses and applying evaluation methods to measure and demonstrate learning impact.
- Proven track record of aligning learning initiatives with organizational strategy to improve performance outcomes.
- Demonstrated ability to manage multiple priorities in a complex and diverse work environment.
- Demonstrated ability to consult, coach, engage and influence stakeholders at all levels including leaders. .
- Demonstrated facilitation, presentation, and communication skills across diverse audiences.
- Demonstrated ability to communicate effectively orally and in writing.
- Ability to adapt learning solutions for complex organizational environments and a diverse workforce.
- Strong project management and organizational skills with the ability to manage multiple complex initiatives.
- Skills in analyzing workforce data and leveraging metrics to evaluate program effectiveness and inform decision-making.

Salary Range: $91,592.64 to $107,622.00 CAD per annum (2026 rates)
