Job Summary
This position provides leadership and facilitates communications in the resolution of geographically based and driven business problems through coordination and integration, at a Corporate-wide level, of spatially related databases, Geographical Information System (GIS) applications and associated technology, integration of attribute data, and expertise and experience from both within and outside the Corporation.
In addition, the role supports the strategic implementation and optimization of SAP’s Enterprise Asset Management (EAM) module to enhance asset lifecycle planning, maintenance operations, and capital investment decisions.
Duties & Responsibilities
- Leads the creation and evolution of GIS Strategy and Roadmap.
- Builds and maintains a communications bridge between business stakeholders and technology professionals within the scope of GIS and Asset Management Systems.
- Administers contract negotiations for Enterprise GIS software (ESRI) and other GIS and Asset Management solutions.
- Collaborates with the ERP Program team and all civic asset management, construction, and operating divisions to prepare for, plan and implement system and business process changes.
- Ensures Enterprise GIS and Asset Management systems are in alignment with the Corporate Asset Management Strategy, Data Management Strategy, IT Strategy and other relevant corporate initiatives.
- Manages and leads a high-performance team in the implementation and support of enterprise GIS and Asset management solutions necessary to ensure continuous improvement.
- Leads team members through issues encountered in the design and implementation of solutions.
- Ensures exceptional customer service is obtained in the delivery of these systems to the corporation.
- Contributes to the development of a comprehensive IT Strategy and Business Plan, utilizing technology to improve service to our citizens and improve efficiencies in operations that aligns with S&T Strategy and the City’s vision.
- Monitors and assesses emerging GIS and Asset Management technologies and future direction of major application and technology platforms, providing recommendations on direction and timing for adoption.
- Liaises, confers, partners or collaborates with external stakeholders, organizations and other government agencies across Canada, noting trends and best practices.
- Negotiates and manages vendor contracts and agreements including facilitating Service Level Agreement (SLA) negotiation.
- Prepares and presents necessary written and verbal reports to management, relating to all aspects of GIS and Asset Management solutions.
- Identifies project risks and communicates credible alternatives and solutions to issues.
- Leads the development of policies and procedures specific to Enterprise GIS and Asset Management for of the organization by way of systems that will improve the overall operation and effectiveness of the organization. Works in conjunction with the Corporate Asset Manager and the Asset Management Steering committee to ensure that business practices and processes are in line with asset management goals.
- Supports the development and coordinates user training and required materials.
- Participates in the planning and development of relevant Department Capital and Operating budgets.
- Manages operational budgets associated with area of responsibility.
- Performs other duties as assigned.
Qualifications
Education, Training and Experience Requirements
- Degree in computational science, GIS, geography, planning or related discipline or similar diploma and working experience.
- Seven to nine years’ experience in information technology services, including three years’ experience in a responsible management/supervisory position.
Knowledge, Abilities and Skills
- Thorough knowledge of geographical information system, asset management systems and relational database management concepts and solutions as well as general information processing hardware and software knowledge.
- Thorough knowledge of the principles of organization, management and administration.
- Knowledge of ESRI ArcGIS technologies and tools, AutoDesk Suite, SQL Server, Oracle would be an asset.
- Ability to manage projects and direct resources.
- Ability to prepare and conduct presentations.
- Ability to communicate effectively orally and in writing.
- Effective interpersonal skills and the ability to relate well with all levels of the organization and external contacts.
Requires Security Check
Weekly Hours: 36.67
Salary Range: $100,002.72 to $114,966.48 CAD per annum (2023 rates)
