The Finance department is looking for our next Financial Analyst II.
The Work You Will Be Involved In:
This position performs advanced corporate accounting and financial reporting functions to support the City’s consolidated financial statements and assists with the management of accounting operations, financial systems, internal controls and regulatory compliance for the Corporate Accounting Section of the Finance Department.
- Provides accounting and support in the areas of planning, organizing, directing and control. Conducts confidential analysis and provides recommendations regarding accounting matters.
- Provides financial policy direction and consultation to Civic departments, boards and commissions as required
- Performs specialized Corporate accounting functions in accordance with professional standards and generally accepted accounting practices, including reconciliation, maintenance and enhancement of financial systems including the general ledger and other subsidiary systems.
- Provides audit and control activities for accounting month-end cycles including reconciliations and review of all financial-related statutory filings and payments
- Participates in the implementation and development of financial business systems ensuring adequate internal controls are present.
- Reviews, updates, and recommends changes to corporate policies related to the accounting and reporting of the City’s assets including Boards and Commissions. Proposes continuous improvement initiatives, implementing changes to processes and system enhancements to ensure that internal control objectives are met.
- Trains personnel throughout the Corporation regarding accounting standards, GST and PST taxation changes, financial systems, policies and the updating of accounting records.
- Analyzes, reviews, implements and gives advise on professional standards and generally accepted accounting practices such as the Public Sector Accounting Standards (PSAS) or changes to GST and PST taxation.
- Assist in the preparation of the annual Corporate financial statements.
- Provides assistance to the external auditors during the interim and annual audits of the Corporate records.
- Plans, coordinates, performs, directs and controls the City’s year end processes and reporting activities in accordance with professional standards and generally accepted accounting practices including the preparation of the city’s consolidated financial statements.
- Collects, integrates, and evaluates financial data, from various sources, to provide analysis and give recommendations on accounting standards, taxation matters, including analysis of all financial accounts.
- Coordinates, controls, updates and maintains accounting records, systems and policies related to the consolidated City’s assets in compliance with the policies and practices of the Corporation.
- Coordinates, analyzes and prepares timely corporate historical and forecast reports of revenue and expenditures.
- Collects, compiles, analyzes and reports financial and operational data for management as needed.
- Coordinates, controls and administers the Corporate GST and PST tax systems, ensuring compliance with existing federal and provincial tax acts.
- Performs other related duties as assigned.
Competencies
What We Are Looking For:
- Degree in related discipline plus completion of a professional Canadian accounting designation; i.e. CPA.
- Four to six year's progressively responsible experience in financial management analysis and reporting.
- Considerable knowledge of budgeting and financial systems and procedures, financial research and analysis techniques.
- Considerable knowledge of the principles and practices of accounting and finance administration.
- Considerable knowledge of Public Sector Accounting Standards.
- Knowledge of business process analysis and system design and implementation.
- Demonstrated ability to establish and maintain effective working relationships with all levels of civic staff, including senior administration and elected officials.
- Demonstrated ability to communicate effectively, orally and in writing, including the preparation and presentation of complex financial and technical reports.
- Ability to problem solve through consensus, stakeholder involvement and dialogue.
- Ability to work independently or in a team environment.
- Considerable skill in financial research and analysis, including the ability to apply research and evaluation techniques.
Weekly Hours: 40
Salary Range: $102,126.96 to $119,998.80 CAD per annum (2026 rates)
