Job Summary

This position is responsible for coordinating, evaluating, and maintaining accounting information and inventory databases related to Saskatoon Land operations. The role also supports the Civic Lands Program and oversees land sales and leasing of City-owned lands, including financial and management accounting functions and marketing coordination.

Duties & Responsibilities

  • Supervise and direct department accounting and sales staff, including hiring, training, scheduling, performance management, and professional development.
  • Coordinate day-to-day accounting functions through the implementation and support of financial business systems, ensuring internal controls, data integrity, and accurate financial reporting.
  • Coordinate, compile, analyze, and prepare land development financial pro-formas and operational land holding information, including annual financial updates to Committee and City Council.
  • Assist with all financial activities related to civic land leases and sales, including preparation and compliance of sales and lease agreements and supporting Council reporting requirements. 
  • Prepare and analyze annual capital and operating budgets for land development and enhancement projects, including variance analysis, return on investment, and financial planning.
  • Coordinate year-end accounting and reporting activities for Saskatoon Land.
  • Monitor and report on the financial status of capital projects in conjunction with project managers on a quarterly and annual basis.
  • Monitor applicable Saskatoon Land reserves, establish annual financial targets, and report financial information to senior staff, Committee, and City Council.
  • Anticipate informational needs and collect, compile, and analyze financial and operational data for senior management, including reserve analysis and special project expenditures.
  • Coordinate the development and updating of Saskatoon Land process documents for sales, lot allocations, and accounting functions.
  • Coordinate and support the Saskatoon Land sales process, including over-the-counter sales, lot draws, direct sales, public tenders, presales and long-term leases under the Industrial Land Incentives Program.
  • Assists with residential and industrial land sale functions, including negotiating sales and assisting with lot allocation planning and implementation.
  • Collaborate with builders, developers, and individual purchasers to resolve land sale terms, overdue accounts, and contractor eligibility requirements.
  • Assist in the disposal of properties in compliance with The Tax Enforcement Act and support the Tax Enforcement Committee.
  • Assists in representing Saskatoon Land at Saskatoon Appeal Board hearings with regards to mortgage appeals, as required.
  • Coordinate with the Communications Department to develop marketing materials promoting land and home sales in City-owned development areas using various media formats.
  • Assist in developing, monitoring, and recommending improvements to customer service practices, procedures, and policies, including preparing and presenting reports to civic committees.
  • Fulfill tangible capital asset reporting requirements for Saskatoon Land.
  • Perform other related duties as assigned.

Qualifications

Education, Training & Experience Requirements:

  • Degree in a related discipline
  • Possession of a professional accounting designation (e.g., CPA) or an equivalent combination of education and land development accounting experience.
  • Six plus years’ progressively responsible related experience in financial and management analysis and reporting.

 

Knowledge, Abilities & Skills:

  • Thorough knowledge of the principles and practices of financial and cost accounting.
  • Considerable knowledge of business process analysis, system design and implementation.
  • Considerable knowledge of land sales, legal agreements and the tendering process.
  • Demonstrated ability to prepare and present oral and written accounting and financial reports.
  • Ability to direct and support staff in achieving identified results.
  • Ability to develop and maintain effective working relationships with all levels of civic staff, including senior administration and elected officials.
  • Ability to problem solve through consensus, stakeholder involvement and dialogue.
  • Demonstrated skill in the use of a computer using the Microsoft Office suite.

Additional Requirements

Weekly Hours: 36.67 

Salary Range: $80,150.88 to $93,935.04 CAD per annum (2023 rates)
