Job Summary

This position assists with the management of environmental risk for civic operations and capital projects and provides project management and/or technical support for initiatives linked to environmental protection, including but not limited to: implementation of environmental policies; development and implementation of management plans; education and awareness; compliance with provincial and federal regulations; development of city policy and bylaws; and other environmental protection initiatives.

Duties & Responsibilities

  • Conducts studies through data collection, interpretation, and reporting and makes professional recommendations on improvements for environmental outcomes related to City initiatives.
  • Prepares concept designs, cost estimates, and business cases for projects.
  • As project manager, directs work by other staff and consultants; monitors project costs, tracks schedule and deliverables; approves bill payment; monitors quality control; and carries out project close-out.
  • Provides technical advisory and regulatory compliance support for civic capital projects and operations.
  • Prepares technical terms of reference for capital projects, including preliminary documents, specifications, functional requirements, drawings and calculations.
  • Assists with the evaluation of compliance plans prepared by consultants. Assists with management of remediation processes and compensation funds or financial assurances.
  • Leads in the development of procurement materials, including preparation of front-end documents.
  • Acts as a liaison between regulators, consultants, contractors and other divisions for projects and operations during construction, start-up and commissioning.
  • Reviews and provides recommendations pertaining to development plans and environmental management plans.
  • Communicates with contractors, other civic departments and regulatory agencies to promote compliance with city bylaws and policies, and provincial and federal regulations.
  • Performs site reviews of construction and remediation sites.
  • Assists with preparation of capital and operating budgets.
  • Prepares and delivers communication with the public, Senior Management and Council on matters with risk sensitivity and financial impact.
  • Supports and delivers internal and community engagement.
  • Liaises with external agencies, stakeholders and regulators.
  • Assists with other environmental projects and programs, as assigned.
  • Performs other related duties as assigned.

Qualifications

  • Degree in environmental science, engineering, sustainability, or related discipline with relevant area of practice.
  • Seven to nine years of related environmental experience.
  • Possession of, or eligibility for, membership in a relevant federally or provincially recognized self-regulated professional organization with requirements for maintenance of a professional designation.
  • An equivalent combination of education and experience will be considered.
  • Knowledge of municipal, provincial, and federal legislation and regulations pertaining to environmental matters, especially the Saskatchewan Environmental Management and Protection Act 2010 and the Saskatchewan Environmental Code.
  • Knowledge of project management tools and methodology.
  • Knowledge of community engagement tools and methodology is considered an asset.
  • Knowledge of the theoretical aspects of environment-related projects and programs.
  • Ability to lead, manage and participate in all phases of mitigation and remediation projects.
  • Demonstrated ability to communicate orally and in writing.
  • Demonstrated effective interpersonal and problem resolution skills.
  • Ability to establish and maintain effective working relationships with staff, contractors, regulators and the public.
  • Ability to analyze, evaluate and prepare a wide variety of reports, plans and specifications.
  • Skill in the operation of a computer with Microsoft Office software. is considered and asset.
  • Possession of a valid Saskatchewan, Class 5 Driver’s Licence.
  • Current abstract from SGI demonstrating safe driving record.

Weekly Hours: 36.67 

Salary Range: $93,293.52 to $109,486.56 CAD per annum (2026 rates)
