Job Summary

Under supervision of a Project Manager in the Sustainability Department, this position oversees the Community Energy Loan Program (CELP) and Home Energy Loan Program (HELP) as part of the Better Buildings Program including supporting applicants, tracking finances, ensuring program compliance, and coordinating communications. They also improve program tools, report performance, and promote the program nationally.

Duties & Responsibilities

  • Assists with the development and delivery of CELP and HELP, or other environmental programs including ensuring bylaw compliance, upkeep of requirements, approval of applications, coordination with other departments, tracking of applications, financial tracking, contractor management, program promotion, program improvements, and general oversight of the program.
  • Works closely with communications staff and contractors to facilitate the development of communication campaigns to support programs and communicate environmental messages. This may involve creating content, reviewing materials, updating the website, and delivering education at public events, community meetings, or exhibits.
  • Provides energy coaching and customer service, especially in conjunction with HELP and CELP, including  coaching program participants through the application and energy audit process, explaining energy audits, advising on energy retrofits, decarbonization plans and building benchmarking and labelling, navigating the process amongst other applicable programs, and other advice as required.
  • Monitors and tracks program performance (key performance indicators) and develops, prepares, and presents reports on environmental programs including application details, contractor management and program results for HELP and CELP.
  • Acts as a representative and liaison for the Sustainability Department at conferences, meetings, and working groups and with community associations, environmental organizations, City departments, and other stakeholders to promote the City’s environmental programs and look for opportunities for collaboration.
  • Assists with securing project funding from both internal and external sources, this may include preparation of and reporting on grant applications and preparing internal reports and memos.
  • Assists in the development of strategic and business plans on environmental and sustainability initiatives by working with consultants, advising on content, and facilitating reviews and advice from other City staff.
  • Recommends program process improvements as necessary.
  • Performs other related duties as assigned.

Qualifications

  • Degree in environmental science, engineering, education or related field.
  • Completion of relevant training in energy and building science such as Advanced Building Science, Building Science Fundamentals, Low Carbon Training for Engineering Professions, Net Zero Builder, Renovator & Advance Building Science, Energy Auditing or equivalent.  
  • Four year’s combined experience in environmental program management, energy   management, energy coaching, energy auditing, or energy retrofit fields.
  • Possession of a valid Saskatchewan Class 5 Driver’s Licence.
  • Driver’s abstract from SGI demonstrating safe driving record.
  • Knowledge of program development and execution.
  • Knowledge of research, planning and evaluation processes as they relate to environmental projects and programs.
  • Demonstrated understanding and knowledge on energy audits, energy retrofits, and building code compliance.
  • Demonstrated ability to communicate effectively, orally and in writing, including preparing and presenting complex technical reports.
  • Demonstrated ability to establish and maintain effective working relationships with civic staff, civic officials, representatives of other agencies and the public.
  • Demonstrated ability to provide customer service in alignment with City standards.  
  • Skill in critical thinking and problem solving.
  • Skill in the operation of a computer with Microsoft Office software.

Weekly Hours: 36.67 

Salary Range: $80,673.60 to $88,943.04 CAD per annum (2026 rates)
