This position is a CUPE 59 position and will be filled in accordance with the Collective Bargaining Agreement. Should it not be filled in accordance with the Collective Bargaining Agreement, external candidates will be considered.
Job Summary
Under the supervision of the Engineering Manager or Senior Operations Engineer, this position performs inspection, contract administration, and program support work related to roadway and water and waste utility system operation, maintenance and construction.
Duties & Responsibilities
- Conduct pre-work site inspections to assess conditions, plan work and coordinate pre-construction details.
- Perform inspections to confirm compliance with contract terms, traffic control plans, service levels, and technical requirements. Prepare and implement quality assurance plans, issue deficiency lists, produce inspection drawings and reports, and complete submission forms. Review water flushing plans, perform quality control inspections and take water samples. Interact with contractors and suppliers to rectify deficiencies.
- Ensure work complies with Occupational Health and Safety requirements. Conduct safety inspections, issue verbal and written directions, and review supplier corrective action reports.
- Assist with program planning, including labour, equipment, materials and supplies planning. Use software to create plans and track progress.
- Assist in developing work scopes, cost estimates, and contracting strategies. Write and revise prescriptive contract specifications, evaluate supplier responses and assist in contract award. Use software to create purchase requests and track contract spending; update contract documentation as needed.
- Coordinate contractor orientation. Coordinate contractor work requests and perform work call-outs. Track work completion status and costs and provide work status updates. Confirm receipt of services and goods in software applications.
- Monitor and respond to public complaints of contracted services. Provide feedback to suppliers on their performance, both verbally and in writing.
- Monitor earthen material supplies and re-order as needed. Coordinate materials testing and review reports to confirm compliance with specifications. Provide direction to suppliers regarding noncompliant materials.
- Coordinate and communicate with contractors, citizens, suppliers, government organizations, and internal departments to achieve program and project goals.
- Conduct technical and jurisdictional scans and technical analysis. Write memos summarizing information. Identify design, operation or construction problems and recommend and implement changes or field designs.
- Execute small-scale projects, including writing project charters, progress reports, close-out reports, and other project artefacts. Prepare annual cost and program summary reports.
- Support team training and new employees. Help develop and update job safety analysis, work instructions and procedures for effective knowledge sharing.
Qualifications
Education, Training and Experience Requirements
- Graduation from a two-year, post-secondary civil or mechanical technology program.
- Certification, or eligibility for certification, as a Professional Technologist (P.Tech) with Technology Professionals Saskatchewan.
- Four years’ directly related, progressively responsible survey or inspection experience.
- Possession of a valid Saskatchewan Class 5 Driver’s Licence.
- Current driver’s abstract from SGI demonstrating a safe driving record.
Knowledge, Abilities and Skills
- Knowledge of soils, aggregate, asphalt and concrete properties and the ability to interpret the results of testing of these materials.
- Knowledge of quality assurance and quality control practices.
- Ability to produce, read and interpret engineering plans and specifications.
- Ability to establish and maintain effective working relationships.
- Ability to work with minimal supervision.
- Ability to communicate effectively, orally and in writing.
- Ability to operate a computer with word-processing, spreadsheet and database applications.
- Ability to perform basic electronic drafting duties.
- Physical ability to perform all assigned duties.
Weekly Hours: 40
Salary Range: $75,132.00 to $82,833.84 CAD per annum (2026 rates)
