Job Summary

This position performs professional engineering, project management and supervisory work to improve environmental performance with a focus on energy and resource conservation.  
 

Duties & Responsibilities

  • Analyzes energy use and base lines to establish an energy benchmark, Performs audits and assessments to identify energy conservation measures.
  • Collaborates with Senior Management and departmental staff to establish energy use optimization and reduction plans.
  • Prepares concept designs, costs estimation and business case models for capital projects.  Develops project charters to define project scope, goals and deliverables in collaboration with project sponsor and stakeholders. Communicates project expectations to team members and stakeholders.  Plans and prepares project schedules, timelines, tracks and monitors budgets, project milestones, deliverables, issues and risks. Identifies and manages project dependencies and critical path. Conducts project lessons learned to identify successful and unsuccessful project elements.
  • Supervises staff primarily engaged in environmental engineering, project engineering and sustainability consulting services. 
  • Leads implementation of major initiatives pertaining to Facilities Management to meet the targets established in the Low Emission Community Plan, the actions in the Integrated Civic Energy Management Plan and other environmental strategies and  plans.
  • Supervises staff in the delivery of corporate energy and resource efficiency improvement projects (ie. building retrofits, sustainable building design, etc.).  This includes optimizing the use of energy and materials to mitigate environmental impacts.
  • Leads coordination efforts to help civic projects achieve maximum resource efficiency.
  • Supports alternative and eco-efficient energy initiatives.
  • Leads special studies related to developing and updating program standards and requirements.
  • Leads development of status reports.
  • Develops budgets, accounting and financial reporting specifically related to energy initiatives
  • Prepares and presents reports to Council and Committees of Council and other public and stakeholder groups as required.
  • Performs staff management, and staff development and training. Assists with other environmental projects and programs, as assigned.
  • Performs other related duties as assigned.

Qualifications

  • Degree in engineering.
  • Registered as a professional engineer in the Association of Professional Engineers and Geoscientists of Saskatchewan
  • Seven to nine years progressively responsible experience in energy management and building systems engineering, including project management experience. 
  • Possession of Energy Management certification such as Certified Energy Manager, Certified Energy Auditor, Certified Measurement and Verification Professional, Leadership in Energy and Environmental Design or other energy, commissioning or sustainability related training would be considered an asset. 
  • Knowledge of both practical and theoretical aspects of building facility design, HVAC, building electrical and DDC systems.   
  • Demonstrated knowledge of the principles and practices of project management.  Ability to resolve complex issues in a multi-disciplinary environment including conflict management, work program and on-schedule project delivery.
  • Experience with one or more of the following would be considered an asset: green buildings, LEED®, GHG inventories, municipal planning or policy development, geographic information systems, renewable energy. 
  • Operating knowledge of building energy modeling tools (RETScreen, etc) or utility management software (Portfolio Manager, EnergyCAP, etc) is an asset.
  • Ability to lead, manage and participate in all phases of policy and program development, and education projects.
  • Ability to establish and maintain effective working relationships with staff, contractors, stakeholders, and the public.
  • Ability to analyze, evaluate and prepare a wide variety of reports, plans and specifications.
  • Ability to communicate effectively, orally and in writing.
  • Skill in the operation of a computer with Microsoft Office software.

Weekly Hours: 36.67 

Salary Range: $95,473.92 to $112,058.88 CAD per annum (2023 rates)
