Position Summary
This position is responsible and accountable for providing strategic leadership and operational oversight to the Digital Technology (DT) Department by directing and planning the activities of the City’s information management and technology services team with a key focus on leading innovation towards a citizen-centric service delivery model.
The work you'll be involved in:
- Manages the activities of the DT team by directing the work of professional and technology staff in all matters relating to the provision of DT services for the corporation, the support and maintenance of technology hardware assets and infrastructure including telecommunications, information and communications technology infrastructure, and the delivery and support of the City’s business systems and applications.
- Oversees the development and execution of the City’s Technology Strategy, roadmaps and key initiatives, ensure the delivery of targeted measurable outcomes, and ensures the alignment of the strategy and IT’s capabilities with the City of Saskatoon’s strategy and the needs of its business lines.
- Contributes to and supports the prioritization and delivery of measurable outcomes for business technology and Information Technology initiatives.
- Ensures the qualitative and quantitative measurable delivery and ongoing continuous improvement of quality technology services that meet the needs of the city and its staff through the establishment and execution of those services.
- Ensures excellence in operational process efficiencies and resource utilization focussed on monitoring, and sound continuous improvement planning.
- Maintains current knowledge of related technological advancements and identifies and assesses opportunities to leverage them. Provides technical expertise in evaluating new technology trends and requirements.
- Coaches, mentors, supports and motivates staff, including providing career planning, education and skills training, and performance management.
- Provides support and advice across the corporation regarding the development, implementation and maintenance of their respective DT business plans.
- Consults with other areas of the corporation to determine DT needs as well as system and service requirements. Reviews the quality of services delivered and addresses customer issues and concerns.
- Develops and manages short- and long-term objectives, directions and strategies for the effective use of corporate DT assets, including identifying systems requirements and preparing forecasting.
- Develops and oversees the implementation of corporate policies, procedures and standards related to information management and technology services.
- Develops, manages and maintains relationships and work requirements with third party vendors and other areas of the corporation. Manages the negotiation of corporate DT contracts and agreements.
- Accountable for the management of the DT related budget and ensuring that it aligns with the support of the City’s business plans and with the City of Saskatoon Strategic Plan.
- Performs other related duties as assigned.
The type of person we are looking for:
- Degree in computer science, business administration or related discipline.
- Ten years’ progressively responsible experience in information technology services, including five years’ experience in a management role, preferably within a municipal environment. Experience with portfolio management, and enterprise resource planning systems is preferred.
- Possession of the Information Technology governance related certifications including ITIL, TOGAF and COBIT. Portfolio Managed Certification (PfMP) or similar professional designation would be considered an asset.

Political Acumen – Politically astute and sensitive to City Council's issues. Maintains and develops relationships inside and outside of the organization to ensure best practices and enhance general knowledge.

Weekly Hours: 40
Salary Range: $153,997.20 to $180,946.32 CAD per annum (2025 rates)
