Core function of this role

This position is responsible for designing corporate business plans and long-term strategies, while optimizing business solutions enabled by enterprise technology and data capabilities. This includes shaping and driving the strategic business planning process, and technological and data advancements to achieve the City's strategic objectives. 

 

Partnering with senior executives, operations, technology leaders, strategic vendor partners to advance strategic and business transformation programs, develop and lead a corporate wide business improvements practice, and build enterprise system knowledge horizontally with the aim to generate tangible business outcomes and customer value through sustainable and strong collaboration across the organization

The work you'll be involved in:

 

  • Primarily focused on developing strategic business plans and long-term strategies to improve business capabilities, and innovative practises to support the organization's strategic goals and priorities.
  • Lead the enterprise risk management (ERM) team and the evolution of the ERM practice to be incorporated with the enterprise strategic planning process.
  • Leads the design and development of the corporate business planning process to construct amulti-year corporate business plan, while establishing corporate programs with governance and long-term strategies.
  • Collaborates with senior leaders in setting the organization's strategic direction, performance targets, successful business outcomes in alignment with City's strategic plan and championing key business planning and transformation programs, technology and data initiatives to achieve targets.
  • Ensures corporate programs are in alignment with the vision, mission, core values, and long-term strategic objectives of the organization.
  • Research and stays up to date with the latest technology trends, innovation, development and provides guidance on enterprise technology strategy and implementation.
  • Develop, communicate, and integrate service levels and unit costs for core services leveraging technology /innovation and collaborative relationships across all departments.
  • Coaches, mentors, supports, and motivates staff, including providing career planning, education and skills training, and performance management.
  • Drive policies, processes, and systems to support the advancement of technology and innovation of the entire organization.
  • Build and evolve an overall enterprise-wide innovation team to leverage new technologies (like Artificial Intelligence, Robotic Process Automation, Chatbots, Internet of Things, etc) to support the corporations goals and deliver services to citizens more effective and efficiently.
  • Directs and coordinates the preparation and presentation of complex reports and recommendations to City Council and Council Committees as required.
  • Develop and implement engagement, communication, and training plans to encourage knowledge sharing and cross collaboration.
  • Leverage the corporate change management strategy in the implementation of new data, technology and innovation initiatives.
  • Prepare concise reports and presentations for leadership, with an ability to explain complex topics in plain language.
  • Develop business cases, resource plans and budget estimates to facilitate effective decision making on strategic portfolio initiatives.
  • Monitors, controls and reports on both departmental and project resources and budgets.
  • Lead and evolve the Project Management Office and manage project constraints of scope, time, budget, quality, risk and resources.
  • Performs other related duties as assigned. 

What we are looking for:

 

  • Degree in computer science, business administration or related discipline.
  • Over 10 years in Strategic, Technology, Innovation and Governance programs with multi-industry experience in a combination of operational and strategic leadership role, municipal experience would be an asset.
  • Possession of the Project Management Certification (PMP) or similar professional designation (MMP, CAMP) would be considered an asset.
  • Demonstrated project management experience leading cross functional/discipline teams to address complex issues and drive business value.
  • Thorough knowledge of enterprise resource planning systems, direct SAP experience would be an asset.
  • Demonstrated knowledge of enterprise architecture, data management and organizational change management principles.
  • Certification in Quality Management Systems (QMS), Portfolio Management (PfM), Organizational Change Management (OCM), or program and project management and performance management practices.
  • Demonstrated ability to establish and maintain credibility with audiences at all levels.
  • Demonstrated ability to lead a team, as well as to influence peers and senior leadership through a collaborative approach.
  • Demonstrated ability to resolve complex issues in amulti-disciplinary environment, including conflict management, and facilitating collaboration amongst stakeholders, experience with the decision quality process would be an asset.
  • Ability to communicate effectively orally and in writing, including the ability to prepare and conduct presentations. 

Weekly Hours: 40 

Salary Range: $153,997.20 to $180,946.32 CAD per annum (2025 rates)
