Job Summary

This position is responsible for the overall quality assurance of all Non-Emergency and Emergency operations of the Department.

Duties & Responsibilities

  • Leads the development, execution, and management of divisional business strategies, encompassing both short- and long-term initiatives, programs, and projects, while ensuring effective budgeting and resource allocation.
  • Manages assigned staff; hires, assigns work schedules, assesses staffing needs, identifies and pursues other resources if necessary and performs layoff and recall. Plans and approves staff development. Conducts performance management and, when required, disciplinary action.
  • Works collaboratively with other Executive Officers to develop and evaluate policies, operating procedures, and emergency operating procedures to ensure they meet the needs of the department.
  • Plans, prepares, and reviews the annual capital and operating division budgets for the approval of the Fire Chief ensuring its implementation.
  • Implements NFPA 1710, “Standard for the Organization and Deployment of Fire Suppression Operations, Emergency Medical Operations, and Special Operations to the Public by Career Fire Departments”.
  • Directs and ensures the overall deployment, operational effectiveness and efficiency of the department.
  • Ensures that all activities of the division are conducted in accordance with department procedures, operating procedures, emergency operating procedures, and rules and regulations.
  • Manages the department’s emergency operations and communication services Quality Assurance Program.
  • Ensures efficient management of battalion staff in conjunction with the Battalion Chiefs.
  • Provides leadership and operational support to departmental teams in advancing equity, diversity, and inclusion initiatives that foster a respectful, inclusive, and culturally competent workplace.
  • Manages the planning, development, and implementation of the Department on-shift Fire Inspection, Property Maintenance Inspection, and Pre-Incident Planning Programs, in conjunction with the Battalion Chiefs and Assistant Chief Public Relations & Risk Reduction.
  • Responds to major emergency incidents as part of the department’s Emergency Incident Management Protocol including acting as spokesperson for Saskatoon Fire, as required.
  • Actively participates as a mentor and/or instructor in the Department’s Chief Officer Develop Program.
  • Acts as a member of the Management/Labour Committee with Local 80, I.A.F.F.
  • Represents Management on the joint Management/Union Occupational Health and Safety Committee. Represents the Department at Community Association and Business Improvement District meetings as required, and maintains an effective Department involvement in the Core Neighbourhoods to meet the needs of the community.
  • Assumes the duties of the Fire Chief, as required
  • Performs other related duties as assigned.

Qualifications

  • Degree in commerce, business administration or a related field. Graduation from Dalhousie University Certificate in Fire Service Administration, or related Fire Service Management Certificate programs would be an asset.
  • Ten Years’ diverse progressively responsible supervisory and administrative management experience within emergency services environment, including 5 years senior experience in emergency operations.
  • Must complete the City of Saskatoon Supervisor 101 Program.
  • IFSAC certification Fire Officer Level III NFPA 1021 preferred.
  • Demonstrated ability to plan, direct, coordinate, monitor and evaluate the work of assigned staff.
  • Demonstrated ability to communicate effectively orally and in writing, including the ability to prepare and present complex technical reports.
  • Demonstrated interpersonal skills to establish and maintain effective working relationships with civic staff,
  • Ability to exercise sound judgement to make decisions in complex and confidential situations.
  • Demonstrated ability to deal effectively with people in a unionized environment.
  • Knowledge of the City of Saskatoon Fire and Protective Services Bylaw 7990, Property Maintenance and Nuisance Abatement Bylaw 8175, The Saskatchewan Fire Safety Act, and The Saskatchewan Occupational Health and Safety Act and Regulations.
  • Demonstrated experience in completing Fire Inspections and pre plans.
  • Demonstrated ability as a Fire Service Instructor complete with NFPA 1041 Level I or 1035.

Additional Requirements

Weekly Hours: 40 

Salary Range: $168,556.13 to $198,068.95 CAD per annum (2026 rates)
